Finance Officer Lund explained that they would be requesting an additional staff member for
2005 to assist with the process because they are already short staffed.

2) Highway #10 Corridor-Tinklenberg Group

Elwyn Tinklenberg, The Tinklenberg Group, explained that they are starting the next phase of the
development of the AUAR and things are moving along very well. They are currently
developing the background for the AUAR and working towards a work session on July 24th to
address the issues and bring the surrounding communities together to review the information,
generating comments, and make necessary changes to finalize the document. The work session
will last a full day and local officials from the surrounding communities will be invited. The area
identified in the AUAR is from the Anoka Boundary to the proposed river bridge crossing.
Following the work session they will gather comments for 30 to 45 days and then final drafts
would be ready by the middle of September.

Jodi Ruehle, The Tinklenberg Group, stated that they will be sending out an initial invitation
letting people know the date Of the work session and providing a general overview of what the
day is designed to do. In addition they will be sending out another notice with a detailed agenda.
The morning session will explain why people are there, explaining the issues in the corridor, and
how the City is being proactive along the Highway #10 corridor. The afternoon will provide the
opportunity for various groups to give their perspective on how they can move forward
collaboratively. She noted that they were working with City staff, Anoka County and members
from MnDOT on putting together the agenda.

Councilmember Zimmerman inquired if any federal officials will be invited to the meeting.

Ms. Ruehle replied that the electecf officials will be invited to the meeting as well as be provided
with all the information.

Mr. Tinklenberg noted that they have been operating mostly through Mr. Kennedy's office
because he is the one who will be making the application for the funding.

Councilmember Strommen stated that when she was in Mr. Dayton's office his staff expressed a
lot of interest in the project and recommended that they continue to be informed.

Mr. Tinklenberg replied that they could send regular updates to the elected officials so that they
are informed.

Ms. Ruehle explained that as a way of keeping the property owners along Highway #10
informed, they will send out an initial letter explaining what is currently happening along with
contact information if they have any questions. Then, after the work session, they will send out
information as to what came from the work session and some of the recommendations. After the
comment period is over they will provide another update. She noted that they are also willing to
meet with any property owners who had any detailed questions.

City Council Work Session/June 24, 2003
