CASE # I REQUEST FOR ADOPTION OF ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) FINDINGS OF FACT AND ISSUE A NEGATIVE DECLARATION FOR NEED OF ENVIRONMENTAL IMPACT STATEMENT ON SUNWOOD DRIVE N.W. BETWEEN KRYPTON STREET N.W. AND INDUSTRY AVENUE N.W. (COUNTY ROAD #116) By: James Gromberg, Economic Development Coordinator Steven Jankowski, City Engineer Background: At the April 12, 1994 City Council meeting, the City Council approved and authorized the submittal of the Environmental Assessment Worksheet (EAW) for the 1.3 mile segment of Sunwood Drive N.W. between Krypton Street N.W. and Industry Avenue N.W. (County Road #116). Pursuant to Minnesota Rules, the City has submitted the EAW to the required agencies as defined on the EQB distribution list. The following agencies received a copy of the EAW for review and comment: Environmental Quality Board Department of Public Service Department of Natural Resources Pollution Control Agency Department of Transportation Legislative Reference Library U.S. Army Corps of Engineers U.S. Fish & Wildlife Service Deparunent of Health Department of Agriculture Office of Waste Management Board of Water and Soil Resources Historical Society Environmental Conservation Library U.S. Environmental Protection Agency Metropolitan Council The notice of EAW availability was published in the April 25, 1994 issue of the EQB Monitor and the Anoka County Union, April 22, 1994. The thirty (30) day comment period ended on May 26, 1994. The City received replies from the following agencies: Metropolitan Council Minnesota Department of Natural Resources Minnesota Historical Society Mr. Ben Deemer, nearby landowner The questions and concerns raised by these letters have been addressed in the findings of fact. Attached for your review are copies of the letters received and the corresponding replies. The proposed alignment calls for the removal and mitigation of 0.80 acres of wetland. The wetland mitigation will be done to the remaining basins in the immediate vicinity. The roadway will also include span arch culverts (7') and span box culverts (10') to provide for the movement of wildlife.
