COMPREHENSIVE PLAN AI ENDMENT. 1990 <br /> <br />The City requested as part of this plan amendment adding 405 <br />acres to the MUSA. On July 31, 1989, the Metropolitan Council <br />approved adding 200 acres to the MUSA, and committed to adding <br />the remaining 205 acres to the MUSA after the City adopted three <br />policies that: <br /> <br />1. Regulated rural residential development density. <br /> <br />2. Prohibited on-site sewer systems in the MUSA. <br /> <br />Required connecting residential and commercial uses in the <br />MUSA to the municipal sewer system when it became available. <br /> <br />The City of Ramsey amended its comprehensive plan and adopted <br />ordinances to implement these development policies in 1989. As <br />part of these policies, the City adopted four development <br />districts as shown in figure 5. These districts included: <br /> <br />Metropolitan Urban Service Area, where the City committed to <br />providing the full range of public services, and employment <br />and business opportunities. The City committed to <br />supporting and encouraging growth and development in this <br />development district. <br /> <br />Urban Reserve Area, is the area between the MUSA and the <br />City's designated urban area boundary. This is the area <br />where future MUSA expansions would logically occur. The <br />City committed to preserving this area for the orderly and <br />economic expansion of urban services. <br /> <br />Rural Transition Area, is the area abutting the urban <br />reserve area and allows a density of one unit per 10 acres <br />with a minimum lot size of two and a half (2.5) acre <br />residential lots. It is not anticipated that sanitary sewer <br />would be extend to this area for the foreseeable future. <br /> <br />Rural Service Area, is the remainder of the City.
