Ms. Frolik also noted that the area proposed as Industrial at the corner of Sunfish Lake Boulevard <br />and Co. Rd. #116 is currently being developed R-1 Residential, multi-family, and commercial. <br /> <br />Commissioner Terry noted his concern over the proposal of High Density Residential west of <br />Armstrong Boulevard, citing that it would be a long time before sewer and water extends that far. <br /> <br />It was the consensus of the Planning Commission to leave the High Density Residential area west <br />of Armstrong Boulevard (outlined in Figure 2) as proposed. <br /> <br />Bill Smith, a representative of BIKO Associates, discussed the proposal of an east-west roadway <br />connection with the City of Elk River (Figure 3 of memorandum dated April 18, 1994). He <br />advised that Elk River has not yet finalized their Transportation Plan and that they do desire a <br />connection. <br /> <br />It was the consensus of the Planning Commission to include the proposed east-west roadway <br />connection with the City of Elk River in the Comprehensive Plan. <br /> <br />Mr. Smith discussed four possible Rum River bridge crossings with the City of Andover (Figure 4 <br />of memorandum dated April 18, 1994). He advised that the possibility of such a connection with <br />Andover is extremely far off in the future. Mr. Smith noted that of the four proposed crossings, <br />the working group favors the crossing at the Boy Scout Camp as it is equidistant between the two <br />existing bridges at Co. Rd. #116 and Co. Rd. #22. He also stated that if this were the chosen <br />crossing, consideration would be given to extending the bridge connection across TH #47 over to <br />Co. Rd. #5. <br /> <br />Ms. Frolik inquired about beginning discussions with the neighboring communities before the City <br />of Ramsey finalizes their Comprehensive Plan. <br /> <br />Mr. Smith suggested one more informal contact with each city while the consultants are preparing <br />their draft. <br /> <br />Commissioner Deemer advised that the area north of 181st Avenue is unincorporated, and <br />therefore, the City has the right to extend their Comprehensive Planning 1-2 miles past that <br />boundary. He suggested this be given consideration since extensive residential development is <br />occurring in this area. <br /> <br />Mr. Schwanke inquired whether Commissioner Deemer was suggesting annexation or just <br />planning. <br /> <br />It was the consensus of the Planning Commission that Mr. Smith and Mr. Schwanke would <br />perform a preliminary investigation concerning the jurisdictional issues, including the benefits and <br />implications of any annexation. <br /> <br />It was the consensus of the Planning Commission to include Andover bridge options in the <br />Comprehensive Plan. <br /> <br />Mr. Smith discussed the pros and cons of the three proposed alignments for a Mississippi River <br />bridge crossing (Figure 5, 6 and 7 of memorandum dated April 18, 1994). <br /> <br />Commissioner Hendriksen suggested cloverleaf (or diamond) exits off the bridge at Highway #10. <br />He also stated that he preferred the alignment of Co.
