Thurston Avenue would be located on the east side of <br />the wetla~, d an&ne~ghborhood access would be maintained to the Flintwood Hills <br />ne~ghb, ori~o0d: Thurston Avenue would be extended north to intersect with TH 47 in the <br />vicinity 0~' 14:~nd Avenue. <br /> <br />The opPt~/luriity to have TH 47 connect directly to Highway 10 via Thurston Avenue, with a <br />grade,s~?rat~xl'crossing of the railroad, warrants further consideration. Additional <br />transpor3~Jtion improvements are proposed at the corner of Nowthen Boulevard and TH 47. <br />Access'~ll bt. maintained to the existing commercial/retail structures at Co. Rd. 1 t6 and TH <br />47. If. Thlurston Avenue became the major transportation route, it would most likely be <br />designate~ TH 47: the existing TH 47 south of Co. Rd. 116 in the City of Anoka would be <br />"tumba¢~ed'"by the State of Minnesota, and become a local collector roadway.. <br /> <br />Land use~surv:oundmg in the TH 47/Co. Rd. 1 I6 intersection is proposed to remain consistent <br />with the ~eighborhood commercial designation. The neighborhood cOmmercial acreage will be <br />expand~c~to the Nowthen/TH 47 intersection. The opportunity to establish clear delineation <br />between .~,esidential and commercial land use should be considered In addition the historic city <br />hall shb,ul~t be.relocated 'and the potential for a city center district evaluated. <br /> <br />Figure 2,~ The No-Bridge Scenario <br /> <br />The fore/$:Pr~serve is designated High Density Residential and Commercial in this scenario. <br />Medimn ~ensitY Residential and Cotmnercial areas are designated at the Ramsey/Hwy. 10 <br />intersection. 'The Commercial designation follows Hwy. 10 east. North of this is designated <br />Industriali with High Density Residential and Open Space north of'that. The remainder of the <br />study aee~t is designated Single Family Residential. <br /> <br />Figure ~ Elk River Connection <br /> <br />Figure 3:~illustrates a possible east-west roadway connection with the City of Elk River. The <br />existingl~3rd. Street Would be improved and extended into the City of Elk River.
