It was the consensus of the Planning Commission that Figure 4, The No-Bridge Scenario, will be
depicted in the Comprehensive Plan.

Mr. Schroeder advised that the Commission needs to decide if they want the bridge to happen in
order to set aside the land for alignment.

Acting Chairperson Hendriksen agreed that the City must preserve the alignment.

Mr. Smith advised that there are a number of things the City can start work on now, with all of the
scenarios, naming the access roads as an example.

Commissioner Holland inquired as to which bridge option was preferred by Staff.

Mr. Schroeder stated that although Staff has no preference, they would like to bring 3 or 4 options
to City Council. He indicated concern over land uses, noting that there were approximately 1200
acres of industrial land currently for sale, which he felt was somewhat excessive. He inquired as
to what sort of acreage the Commission feels the City should plan for and why.

Acting Chairperson Hendriksen asked where the sanitary sewer terminates on the south side.

Mr. Schroeder responded that sanitary sewer terminates in the Rivenwick subdivision.

Acting Chairperson Hendriksen stated that the availability of sanitary sewer has curtailed
commemial development.

City Engineer Jankowski disagreed, stating he feels transportation affects development. He noted
that the City of Anoka has been sitting on land since 1985, and it's not selling regardless that sewer
and water is available.

Mr. Schroeder inquired what the Commission thought of the Puma Street connection depicted in
Figure #7.

Acting Chairperson Hendriksen stated it was important to focus the traffic onto County Road #116
in order to develop that industrial area.

Commissioner Terry suggested a service access to Puma Street (something that isn't highway) in
order to feed traffic from Northfork.

Commissioner Deemer pointed out that the bridge is being built for traffic which is not necessarily
local, and he was concerned over traffic getting lost in the city by exiting the wrong way. He felt
that people need to elect to go out to a side street.

Acting Chairperson Hendriksen agreed that it made sense to be able to get to Puma Street, but the
main road should funnel onto County Road #116.

The Commission inquired about the concerns of Mr. Gerald Bauer, resident/developer in Ramsey.

Mr. Bauer pointed out his property on the map, stating that while it is zoned commercial, there is
no sewer and water nor transportation. He inquired about the time frame for the same.

Planning Commission/May 19, 1994
