Ryan Schroeder <br /> Steve Jankowski <br /> Sylvia Frolik <br /> Jim Gromberg <br /> <br />From: RLK Associates <br /> <br />Re: <br /> <br />The Amount Of Commercial and Industrial Development In The City <br />of Ramsey <br /> <br />During the course of our meetings regarding the land use alternatives along HWY-10, the <br />planning commission and the work group have asked the question of how much <br />commercial land is enough to accommodate the future needs of the City ofRamsey.. This <br />is an issue that most suburban communities constantly grapple with and an issue that does <br />not offer an easy solution. Unfortunately, there is no anyone formula .that can be used to <br />calculate the "right amount" of commercial land for anyone City. After working with <br />several Cities on this issue, we believe there are two fundamental ways of determining <br />whether anyone City has enough commercial land to accommodate future development <br />needs. <br /> <br />The first framework is what we refer to as the "private market approach". This approach <br />basically states that the private market will determine whether an area has a sufficient <br />amount of land available for' commercial development and/or if anyone area has a <br />sufficient number of commercial providers. <br /> <br />The corollary to this is that the owners of private property also serve as an indicator of <br />market demand for commercial land uses. Private property owners will petition the local <br />government for commercial land uses if they believe a sufficient demand exists to support <br />this land use. Overtime~ :however, property owners will petition the local government for <br />some other land use designation if it is perceived that insufficient demand exists in the <br />long-term for commercial development. Generally, the holding costs associated with <br />commercial land uses are too great for private property owners to sustain if a long-term <br />return cannot be reasonably expected. <br /> <br />The market approach to evaluating commercial land use demand is constantly changing. <br />This is because the market needs for commercial land is constantly changing.
