David Schulte, 6259 144th Avenue N.W. - stated he was very concerned about the road and park. <br />He stated that 144th Avenue is very narrow wherein two cars cannot pass, and he suggested that <br />the City put up signs to accommodate the neighborhood, i.e., "20 MPH, Slow" or "Children at <br />Play." <br /> <br />City Engineer Jankowski stated that for the most part, these types of signs are ineffective. He <br />agreed that there would be more traffic down 144th Avenue but that extending Tungsten out to <br />Sunwood Drive would relieve much of the traffic. <br /> <br />Kay McCulley, 14431 Wolfram Street N.W. - stated she would like to see as many accesses onto <br />the east-west collector street as possible to keep traffic off of 144th Avenue, and therefore felt <br />145th Lane should be put in as a through street. <br /> <br />Mr. Reese inquired about the approval of this "maze" development and why no easy access to the <br />collector street exists. <br /> <br />Mr. Jankowski explained that the area was put together in a series of preliminary plats with four <br />different developers, which was approved in 1989, and that this piece is the last to be developed. <br /> <br />Mr. Reese inquired whether the development to the south had access. <br /> <br />Mr. Jankowski pointed out six outlets, and he advised that the City is hoping to get more exits to <br />the collector street to the north also. <br /> <br />John Peterson, Good Value Homes - stated that they are losing four lots by this configuration, and <br />that although the original approval is preferred, they are restricted by the wetland laws. He advised <br />that their engineer has found that the wetland cannot be filled. He stated their major concerns are <br />access out to Sunfish Boulevard, the need for an east-west collector street, and a way to get to the <br />east-west collector street. <br /> <br />Discussion ensued regarding the possibility of making 145th Lane a through street at a different <br />point than that depicted in the original preliminary plat. <br /> <br />Mr. Peterson advised that he would like to postpone this public hearing until Good Value Homes' <br />engineer has had an opportunity to explore the possibility of 145th Lane as a through street and <br />evaluate the feasibility. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recess the public <br />hearing until the applicant reapplies for the continuance. <br /> <br />Further Discussion: Mr. Peterson added that he would also like to do a little analysis of the street <br />traffic in the interim. Mr. Schulte inquired whether the construction of Sunwood Drive was <br />contingent uPon whether 145th Lane becomes a cul-de-sac, and Mr. Jankowski advised that <br />Sunwood Drive will be constructed regardless. <br /> <br />Amendment by Commissioner Hendriksen and seconded by Commissioner Deemer that there will <br />be no formal notification of the public hearing's continuance but that those in attendance may leave <br />their names and addresses so Staff can notify them. <br /> <br />Amendment carried.
