To facilitate the highest and best use ofland north and south of TH-10. To develop Co. Rd. 116 as the city wide east-west collector roadway north of TH-10. To meet all federal, state and regional government requirements in locating and constructing the Mississippi River Bridge. To minim the potential impact any Mississippi River bridge crossing may have on the natural and built environments. City of Ramsey Proposed Criteria for Mississippi River Bridge Any Mississippi River bridge crossing should attempt to minimize the environmental impacts on the Mississippi River specifically and its surrounding environs and "built environment" in general. Any Mississippi River bridge crossing should minimize the need for Right. Of-Way (ROW) acquisition.
