Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to place the <br />thoroughfare setbacks policy on a subsequent Planning Commission agenda for discussion to <br />reclassify Ramsey's road system fi'om that of the County's plan and formulate appropriate <br />thoroughfare setbacks accordingly. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Deemer, LaDue, <br />and Thorud. Voting No: None. Absent: Commissioners Holland and Terry. <br /> <br />Case #5: Proposed Criteria for Considering Development Outside the <br /> Metropolitan Urban Service Area <br /> <br />Zoning Administrator Frolik stated that the Planning Commission recently recommended approval <br />of the Rum River Hills PUD to develop townhouses prior to municipal sewer and water services <br />being available to the site; the matter was forwarded to City Council who tabled action on the <br />proposal and directed City S taft to develop criteria for considering development outside the MUSA <br />that exceeds the 4 in 40 density standard. Ms. Frolik submitted to the Planning Commission for <br />review and comment the most recent draft of Stafl~s proposal for such criteria. <br /> <br />Chairperson Bawden stated he found the document to be quite confusing, and discussion ensued <br />regarding excessive and confusing wording, <br /> <br />It was the consensus of the Planning Commission that the proposed resolution establishing criteria <br />for consideration of development outside the MUSA be reworded to make it easier reading. <br /> <br />Case #6: Monthly Status Report <br /> <br />Commissioner Hendriksen pointed out that an architectural review ordinance has been pending <br />since 8/27/92, and directed Staff to research Council's workshop minutes to determine why such <br />action is needed. <br /> <br />Commissioner Deemer inquired about Council's tabling Rebecca Jackson's request for a CUP, and <br />Ms. Frolik advised him that Council will take no action until an ordinance is in place, which she <br />will try to have on the October Planning Commission agenda. <br /> <br />Case #7: Zoning Bulletin and Zoning News <br /> <br />Commissioner Deemer noted a Kentucky case in the Zoning Bulletin wherein it was decided that <br />city council is required to wait until receipt of the commission's minutes that are approved and <br />made part of the public record before it can make any decision concerning adoption of a <br />recommended ordinance. He expressed concern that this situation may apply to Ramsey's current <br />process wherein the Planning Commission's recommendations go to City Council before the <br />minutes have been approved. He directed Staff to have legal counsel research this matter. <br /> <br />COMMISSION INPUT <br /> <br />None <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Lal)ue and seconded by Commissioner Thorud to adjourn the meeting. <br /> <br />Motion carried.
