PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Thursday, August 11, 1994 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />input regarding a request for preliminary plat approval of Northfork Oaks; case of North Fork, Inc. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Charles LaDue <br />Commissioner Bradley Thomd <br /> <br />Members Absent: <br /> <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:40 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat approval to <br />plat 29 acres east of Eddy Lake into 14 single family lots. <br /> <br />CITIZEN INPUT <br /> <br />Charles Delaney, 8404 161st Avenue N.W. - stated that he has met with Mr. Dennis Peck, Project <br />Manager for North Fork, Inc., about some problems that might arise from this proposed <br />development. The fa:st problem is the potential of new property owners in the area to trespass onto <br />his property which completely surrounds Eddy Lake. Mr. Delaney also noted that the lake is open <br />year-round because he has a special permit from the DNR to aerate it. The lake is about 10 acres in <br />size and 21 feet deep. His main concern is children trespassing onto the property and then he as a <br />property owner is exposed to liability. Mr. Delaney stated that he is very concerned about the <br />liability and there are already people trespassing onto his property and making use of the lake, and <br />the increase in the number of homes in the area will increase the liability exposure. The second <br />issue is that he and his family have been in the dog training business for 70 years, and of course, <br />there is noise associated with dogs and the annual Game Fair which includes shooting. Mr. <br />Delaney stated, that he is concerned that newly incoming residents will complain to the point where <br />his business, which has been there for 70 years, might be considered a nuisance. The third issue <br />is the on-site septic systems that will be serving these new homes. Mr. Delaney stated that he is <br />concerned with this many septic systems on that small amount of property, and with the direction <br />of flow, he is concerned about the impact to the wetlands and the lake. Mr. Delaney noted that he <br />doesn't have a problem with new developments, but he feels the new people moving into the area <br />should be made aware of his situation and the activities that are happening on his property.
