COMMISSION BUSINESS <br /> <br />Case #1: Review Alternatives for Land Use and Transportation Updates to <br /> Comprehensive Plan <br /> <br />Commissioner Deemer arrived at 7:03. <br /> <br />Commissioner Wagner reviewed the seven recommendations of the Economic Development <br />Commission outlined in their memorandum to the City Council and Planning Commission dated <br />September 6,11994; this memorandum is included with these minutes as Attachment A. <br /> <br />Chairperson Bawden, noting that the Economic Development Commission's recommendations <br />were different that the Planning Commission's recommendations, stated that the two Commissions <br />need to come together with a compromise. <br /> <br />Commissioner Terry explained that the Planning Commission selected the western bridge option <br />largely due tO the fact that it is the City of Dayton's choice and because the eastern bridge's location <br />in a County park would prohibit economic development in the immediate area of the bridge. He <br />also noted that the location of the tracks was a negative factor for the eastern bridge option. <br /> <br />Commissioner Ullen stated that the Economic Development Commission chose the eastern bridge <br />for its location in the County Park as it would have the least amount of impact on existing land <br />uses, one of the proposed criteria for a Mississippi River Bridge. The Proposed Goals and <br />Proposed Criteria for Mississippi River Bridge are included with these minutes as Attachment B. <br /> <br />Commissioner Hendriksen stated that there would be a greater opportunity for economic <br />development with the western bridge. <br /> <br />Commissioner Ullen stated that the western bridge does not meet the proposed criteria. <br /> <br />Commissioner Deemer inquired if the Economic Development Commission looked at the City of <br />Dayton's criteria for a bridge. <br /> <br />Commissioner Ullen stated that the Economic Development Commission was not given that <br />information. <br /> <br />Commissioner Hendriksen advised that the City of Dayton's criteria was a very important factor in <br />the Planning Commission's decision. <br /> <br />Chairperson Bawden stated that when the Planning Commission directed City Staff to look at the <br />land use issue, they decided to get the Economic Development Commission involved for that <br />purpose. <br /> <br />Commissioner Holland stated that the final decision rests with City Council and, therefore, <br />suggested sending both proposals to City Council for their review. <br /> <br />Commissioner Kent noted that both Commissions seemed to be in agreement for the land use but <br />are in opposition to the location of a bridge that may never come to pass. <br /> <br />Chairperson Bawden interjected that the City's Comprehensive Plan goes to the County, etc., and <br />that these agencies will base their planning "somewhat" on what the City of Ramsey is planning. <br />Therefore it is important to have input on the location of a possible bridge crossing.
