Mr. Jankowski agreed, stating he didn't think the City's should base their planning on water
supply.

Zoning Administrator Frolik inquired whether another option would be to locate the well field in
the County Park on the south side of Highway #10.

Mr. Jankowski stated that it was possible to place the well field in the County Park.

It was the consensus of the Commissions to leave the depiction of the well field off the map.

Chairperson Bawden once again suggested taking the suggested land uses of the Economic
Development Commission as shown on Figure 7B and applying them to Figure 7.

Commissioner Holland inquired whether any of the Economic Development Commissioners had
changed their position regarding the eastern bridge.

Commissioner Kent stated that he would like to review the information from Dayton.

Commissioner Wagner stated he would possibly consider taking the suggestion of putting both
bridge options on the map.

Commissioner Deemer suggested tabling this discussion to allow the Economic Development
Commission to meet with the City of Dayton.

Chairperson Bawden inquired on whether the City Council was going to be getting back to the
Planning Commission on this subject also.

Mr. Gromberg stated he believed the City Council was waiting for a recommendation from the
Economic Development Commission and the Planning Commission, even if the Commissions are
not in agreement, He suggested they may have to go to City Council with the land uses and two
views on road options.

Chairperson Bawden and Economic Development Coordinator Gromberg discussed the possibility
of not putting any bridge on the map but using verbage that a bridge might occur.

Commissioner Hendriksen strongly objected to not putting a bridge on the map. He felt that if
Ramsey doesn't make some suggestions, then the County, State, etc. might put something on the
map that is far less acceptable than these options.

Chairperson Bawden suggested using Figure 4 (the no bridge map) and putting in both bridge
options.

Commissioner Kent stated that the Commissions are basically trying to hit a moving target and
expressed concern about what the citizens want.

Commissioner Holland advised that the City will hear from them at the public hearing.

Chairperson Bawden and Commissioner Deemer discussed the similar situation of drawing the
alignment for 153rd Avenue N.W. 27 years ago and taking the heat from citizens today. This
bridge is not coming for at least 15o20 years and things are going to change.

Commissioner Holland surmised that the City Council will not let this plan go forward with two
options--that they will choose one. However, he felt that if the Commissions could not reach
agreement, then both options should be given to City Council for their review.

PC/EDC/September 15, 1994
