Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that <br />City Council adopt Ordinance #94-XX, amending Chapter 9 of the Ramsey City Code <br />(Conditional Use Permits). <br /> <br />Further Discussion: Commissioner Deemer requested that Anoka Electric Cooperative be made <br />aware that the model airplane club site is listed as an airport by the FAA. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, LaDue, and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #6: Proposed Regulations for Accessory Apartments <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Hendriksen to table this case <br />until the January meeting of the Planning Commission. <br /> <br />Further Discussion: Zoning Administrator Frolik inquired whether the Planning Commission was <br />prepared to subject this to a public hearing in January also. It was the consensus of the Planning <br />Commission to review the case in January and schedule a public hearing in February. <br /> <br />Motion carded. Absent: Commissioner Terry. <br /> <br />Case #'/: Discussion of Transportation Plan Update to Comprehensive Plan <br /> <br />Commissioner Hendfiksen stated that he received a memorandum from the Economic Development <br />Commission (EDC)dated November 18, 1994, (attached to these minutes as Exhibit A) outlining <br />their recommendation of the eastern bridge alternative for the transportation plan. Commissioner <br />Hendriksen stated the recommendation did not even contain the western bridge but was an <br />infomercial that reargues the transportation plan and the land use issue. He noted that he resents <br />the fact these misstatements are being made and being publicized. <br /> <br />Chairperson Bawden stated he thought the EDC's argument was that the bridge location would <br />dictate the land use, but he was not sure he was in agreement. <br /> <br />Commissioner Hendriksen commented that the majority of the memorandum was arguing the <br />transportation issue. <br /> <br />Chairperson Bawden stated his initial impression was that the City of Dayton preferred a western <br />alignment, but now they have backed down until their committee comes back with a <br />recommendation. He added that this may be a moot point until we receive that recommendation, or <br />possibly their committee is waiting on a recommendation from the City of Ramsey. <br /> <br />Commissioner Hendriksen felt the City of Dayton is studying this because the citizens do not want <br />the eastern alignment. He argued that his is not moot, the City needs this as part of its <br />Comprehensive Plan. He added that if we are going to affect the location of the bridge, we need to <br />start ahead of time to get it where we want it. <br /> <br />Ms. Frolik stated the Planning Commission needs to formulate a recommendation for the <br />transportation plan and land use dements, and Staff will have to submit it along with EDC's <br />recommendation to City Council and City Council will have to make some decisions. <br /> <br />Commissioner Holland declared that the Planning Commission has already formulated a <br />recommendation, and the other commissioners were in agreement. <br /> <br />Planning Commission/December 6, 1994 <br /> Page 10 of 12 <br /> <br /> <br />
