PUBLIC HEARING <br />BOARD OF ADJUSTMENT <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Board of Adjustment conducted a public hearing on Thursday, March 17, 1994 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for a variance from side yard setback requirements and impervious surface area <br />restrictions; case of Bill Dubats, Lakeview Enterprises, Inc. <br /> <br />Members Present: <br /> <br />Chairperson Benjamin Deemer <br />Board Member Terry Hendriksen <br />Board Member Paul Holland <br />Board Member Charles LaDue <br />Board Member Michael Terry <br />Board Member Bradley Thorud <br /> <br />Members Absent: Board Member David Bawden <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Deemer called the public hearing to order at 7:36 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Bill Dubats of Lakeview Enterprises, Inc. has applied for <br />site plan apprOval to construct self-service storage facilities on Lot 3, Block 3, Riverside West. <br />She explained that the subject property is in the Critical River Overlay District which restricts the <br />impervious surface area to 30% of the lot area which includes structures and pavement, however, <br />Mr. Dubats is requesting a variance as his site plan reflects an impervious surface area of 88%. <br />Ms. Frolik added that the property is zoned B-3 Highway Business which requires a 10 foot side <br />yard setback, and Mr. Dubats is requesting a variance to this setback as he proposes to develop the <br />site with a zero lot line configuration along the north side yard. Ms. Frolik explained that this <br />development would be an expansion of the self-service storage facilities existing on Lots 1 and 2 of <br />Riverside West. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />BOARD DISCUSSION <br /> <br />Board Member LaDue inquired if the Department of Natural Resources (DNR) had veto power <br />over the variance. <br /> <br />Zoning Administrator Frolik stated that they have 30 days to respond to the variance. No response <br />in that 30-day time period is an automatic certification of the variance. <br /> <br />Motion by Board Member LaDue and seconded by Board Member Holland to enter in to the public <br />hearing record the DNR's letter dated March 17, 1994. <br /> <br />Public Hearing/Board of Adjustment/March 17, 1994 <br /> Page 1 of 2 <br /> <br /> <br />
