subdivision. Use of this area by the applicant could cause future commercial development <br />in R/venwick to install larger upstream detention areas. If this drainage plan were to be <br />pursued, an agreement will be needed from the developers of Rivenwick for use of the <br />detention capacity. The remaining drainage to the east would still need to comply with <br />WMO requirements for detention. <br /> <br />Finally, Staff is in receipt of a letter dated February 25, 1994, from the applicant in which <br />he states the increase to the storm sewer is between 3% and 4%. To make any estimate of <br />the percent of increase, one must first establish the quantity of runoff currently being <br />diseh-arg~l. The applicant presents no information which establishes that number. In <br />addition, Staff can only verify approximately one-half of the 18,000 feet sited to drain onto <br />a "l~mdseape/detenfion" berm. Staff also disagrees strongly that a 4 foot strip of gravel is <br />going to provide any detention for storm runoff much less eliminate the runoff completely <br />as the applicant suggests. <br /> <br />13. <br /> <br />14. <br /> <br />Building Desi_tm and Materials: City Code requires exterior walls to be of materials that are <br />100% other than metal, exclusive of doors and windows. The exterior view of these <br />storage structures is a series of overhead doors supported by decorative masontry block <br />columns consistent with the existing structures on Lots 1 and 2. City Code restricts <br />buildtng heights to 35 feet; the maximum building height proposed on the structures is <br />11'4", Signed architectural drawings of the structures have not been submitted. The <br />developer indicates that upon site plan approval, signed architectural drawings will be <br />prodded at the time of building permit application. <br /> <br />~ On-site lighting appears to be arranged to adequately illuminate the parking and <br />drive areas without emitting an excessive mount of lighting off the property. <br /> <br />15. <br /> <br />~.~lltllal~: The facility is proposed to be enclosed with a 6 foot high chain link fence <br />topl~t with 3 strands of barbed wire to match what currently exists on Lots 1 and 2. <br /> <br />The Planninl~ Commlssion will be meeting at 7:30 p.m. on Thursday, March 3, 1994, to consider <br />your request for a conditional use permit and to review the proposed site plan. Enclosed for your <br />information i~ a copy of the proposed findings of fact and conditional use permit relating to your <br />request for a conditional use permit Of course, all of these matters hinge on a favorable outcome <br />on the requ¢~ for a variance to the impervious surface area restriction.
