12) <br />13) <br />14) <br />15) <br />16) <br /> <br />Do you see an advantage to a combination of wards and at large? <br />Do you think the number of Council members should be changed from four? <br />Did you seek election for Mayor or Council? <br />Did you run for office in 19947 <br />Would you be interested in attending a Charter Commission meeting to discuss the <br />electoral process? <br /> <br />The Commission felt that giving your name should be optional. <br /> <br />Mr. Schroeder suggested it would be interesting to survey the residents who did not vote in <br />the election and ask them why they did not. <br /> <br />The Commission asked Mr. Schroeder if he could find out if the votes fall off for local <br />candidates as compared to Governor, etc. <br /> <br />The Commission felt there should be a deadline set for the survey return and suggested it <br />would be helpful if it was prior to their next meeting in January. <br /> <br />Chairperson Steffen inquired if the Commission wanted to meet outside of it's regular <br />scheduled meeting to discuss this issue. <br /> <br />Commissioner Nelson stated he would be in favor of moving the meeting up to January. <br /> <br />Commission Donovan stated he would be in favor of that also as did Commissioner Mare. <br /> <br />Commissioner Kiefer stated he would prefer a special meeting. <br /> <br />Consensus of the Commission was that they would meet again the third Thursday in <br />January. <br /> <br />The Commission asked that the questionnaire be mailed to them prior to their January <br />meeting. <br /> <br />Case //2: Section 12.5, Sales of Real Property <br /> <br />City Administrator Schroeder stated that Section 12.5 provides that the City of Ramsey <br />cannot sell property until after an ordinance approval process. Such process requires two <br />meetings. The ordinance takes effect 30 days after passage and publication. The result is <br />that if it is proposed to sell property, it will take two to three months to do so. Mr. <br />Schroeder stated he is looking for the Charter Commission's feelings as to whether the City <br />Attorney should attempt to amend the Charter pursuant to the information he just gave the <br />Commission. He stated the process, as is, works out okay for the most part but recently <br />we have been involving ourselves in some economic development and this provision has <br />been a little unwieldy. In order to do this, we worked the agreement so, effectively, it's a <br />simultaneous closing. We cannot legally do that so we enter into a development agreement <br />saying we will do this in a timely fashion. If the Charter Commission and the City does <br />not do anything with it, I think the title companies will become more relaxed with this. He <br />stated this would pertain to economic development/redevelopment and there would have to <br />be language safeguarding sale of parkland. <br /> <br />Chairperson Steffen stated this is a parcel we intend for development purposes, then that <br />becomes an exception to 12.5. Do we believe that this much freedom can be given to Staff <br />and City Council and if so what protection should be put around it?
