Motion carried. Voting Yes: Chairperson Steffen,
Donovan, Marn and Spain-Brist. Voting No: None.
Netzloff and Swokowski.

Commissioners Nelson, Kiefer,
Absent: Commissioners Goode,

The Commission asked that this be discussed at the January meeting.

Future Meeting Discussion:

1) Review Chapter 8 (Public Improvements)

City Administrator Schroeder stated that Mayor-Elect Hardin had raised a question about a
couple of words in the Chapter 8 public improvements section. It has been amended to
conform to Chapter 429. This is on the agenda to suggest that the Commission may want
to read Chapter 8 again and ask if it's clear to you or if this Commission should take a look
at it again.

Chairperson Steffen suggested that Staff put together the issues in a more definitive form
and the Commission would look at it again. He added that the City of Mounds View is
looking at a total Charter revision.

COMMISSION INPUT

1) Charter Meeting Dates for 1995

Consensus of the Commission was that their meeting schedule for the year would be set at
the January meeting.

2) Holiday Party

Chairperson Steffen stated that the Charter Commission received an invitation from City
Staff for the holiday party and that anyone who is able to attend should do so.

3 ) Attendance

Recording Secretary Thieling stated that she had spoken with Commissioner Goode who
expressed concern about his being absent at the last few Charter Commission meetings.
He explained it was due to his work schedule and asked that his concerns be brought to the
Commission for their input. He stated if the Commission is willing to allow him to, he will
continue to serve on the Commission. However, he felt that if he has to miss another
meeting, he may resign.

Chairperson Steffen stated he didn't believe the Commission should create it's own rules
about absences and he felt Commissioner Goode's concern about it should be noted.
Chairperson Steffen expressed a hope that Commissioner Goode remain active in the
Commission.

Commissioner Donovan stated he agrees.

ADJOURNMENT

Motion by Commissioner Donovan and seconded by Commissioner Nelson to adjourn the
meeting.

Charter Commission/November 17, 1994
