Case 02: Proposed Modification for Tax Increment Financing District No. 2
for the Sunfish Square Development.

The EDC received a copy of the Modified Development Program, Development District No. 1 and
Modified Tax Increment Financing Plan, Tax Increment Financing District No. 2. The reason for
the proposed modifications for this plan is that the developers of Sunfish Square subdivision, at
the comer of Industry Avenue N.W. and Sunfish Lake Boulevard N.W., have requested
assistance from the City in the site restoration of this property to facilitate development of Sunfish
Square. The primary areas of interest are Sections Q, T, V, Z and Exhibit 2. On March 8, 1994,
Ramsey City Council will be conducting a public hearing to review the proposed modifications.

Motion by Commissioner Nelson and seconded by Commissioner Kent to recommend approval of
the modifications to the Tax Increment Financing Plan to the Ramsey City Council.

Motion carried. Voting Yes: Commissioners Stafki, Nelson and Kent. Voting No: None.
Abstaining: Commissioner Ullen. Absent: Chairperson Wagner.

Case #3: 1994 Ramsey Business Expo.

As previously discussed, there is the possibility of scheduling the 1994 Ramsey Business Expo in
conjunction with the Ramsey Lions Community Picnic. The picnic is generally held on the first
Saturday of June. Mr. Gromberg has spoken with some of the Ramsey Lions regarding this
possibility and has been invited to the first picnic planning meeting in order to obtain a fn'm answer
from the Lions Club. Mr Gromberg said that he sent the second mailing of the survey included in
the agenda packet to the participants of the 1993 Ramsey Business Expo. After the second
mailing, it may be a good idea to contact the businesses to guarantee some type of input. To date,
about half of the responses have been received.

The feasibility of holding the 1994 Ramsey Business Expo in conjunction with the Ramsey Lions
Community Picnic was discussed.

Consensus of the EDC was to not hold a Business Expo in 1994. The Expo in 1995 may be
combined with the Ramsey Lions Community Picnic; thus allowing more time for planning.

The EDC also discussed the 1994 Business Appreciation Day scheduling and agreed to change the
day from a Friday to a Monday, Tuesday, Wednesday or Thursday in the last or second to the last
week of August.

The EDC directed Mr. Gromberg to contact both local golf courses to receive bids on a per golfer
basis.

Motion by Commissioner Kent and seconded by Commissioner Ullen to appoint Ken Wagner as
Chairperson of the 1994 Business Appreciation Day.

Motion carried. Voting Yes: Commissioners Ullen, Stafki, Nelson and Kent. Voting No: None.
Absent: Chairperson Wagner.

The responses to the bid requests for the 1994 Business Appreciation Day will be presented at the
next meeting of the EDC.

Economic Development Commission/March 3, 1994
Page 3 of 4
