We will want to be more selective in contacting potential participants; such as those who have
attended in the past or those we feel may have an interest. When they are contacted, we will be
soliciting their attendance, prize donations, and sponsorship of a team. The EDC discussed the list
and each EDC member was assigned businesses to contact.

The EDC members will be reporting their successes at the August 4, 1994 meeting.

Case #3: Development Information Folders.

The City budgeted in 1994 for the purchase of folders, in which information about the City could
be presented. Countryside Printing quoted us a price of $634 plus tax for 500 folders. They will
be dark blue with gold foil imprinting in an area of approximately 4 inches by 4 inches. They will
say "City of Rarnsey".

Commissioner Ullen asked if the per unit price would be lower if the quantity ordered was
doubled.

Mr. Gromberg informed the Commission that he would purchase as many folders as possible
without going over the $1,500 budget.

The EDC recommended that the City purchase the folders and they be used at the Game Fair booth
for a visual aid.

Case #1: Comprehensive Land Use Plan Update.

The EDC conducted a joint meeting with the Planning Commission and City Council on July 6,
1994 to discuss the status of the Comprehensive Land Use Plan Update. At this meeting our
consultants, RLK Associates presented five possible plans for land use, roadway alignments, and
the Highway #10 area. Commissioners requested that the City prepare a table showing number of
acres of each type of land use available for each figure and a projected time based upon currently
known information for the property to be absorbed. Staff recommended Figure 7A for the
Comprehensive Land Use Plan Update. A memo was distributed to the EDC showing number of
acres in each option, total acreage and the square footage of industrial property that would be
buildable and the amount of single family, median density and high density structures that could be
completed. This table also projects the existing percentage of multi-family compared to single
family for each option after complete absorption and the projected time-line.

Also included was a memo showing the breakdown of single family to multi-family units
throughout the Metropolitan Area. It would appear that the Metropolitan Council recommends
between 45% to 50% single family and 50% to 55% multi-family units. However, it is Staff's
general recommendation that we remain somewhere around the 70% single family, 30% multi-
family breakdown.

Commission members then reviewed the option plans that were presented by RLK Associates and
then proceeded to discuss the changes they would recommend. Attached to these minutes is a
memo which is Exhibit A that is a synopsis of all of the points that the EDC decided to present to
the consultants. The Commission members also made minor adjustments to Figure 7A and dubbed
it 7B to be included with their men~orandun~.

Commissioner Nelson was excused at 8:05 p.m. Mr. Stafki was excused at 8:15 p.m.

Special Economic Development Commission / July 20, 1994
Page 2 of 3
