Ms. Hart stated that this action <br />would add one additional line to the utility bill and would allow for assurance that the <br />charges are being collected fairly from all participants. <br /> <br />Councilmember Hardin inquired why citizens in the special district would pay more than in <br />a regular district to which Ms. Hart replied that the minimum rates are higher in an attempt <br />to recoup the lateral cost. <br /> <br />Councilmember Hardin inquired how tracking would be done to which Ms. Hart explained <br />it would be done on a set standard amortization. It would automatically go off at that point <br />in time that it's paid. <br /> <br />Councilmember Hardin questioned if there would be adequate dollars available to make the <br />debt payment to which Ms. Hart replied there would be more than enough. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to amend the <br />process in which the special district utility charges are administered and billed by adding a <br />line to the utility bill which would allow for a uniform structure for water and sewer <br />charges for both commercial and residential, regardless of geographical location. <br /> <br />Motion carded. Absent: Mayor Gilbertson. <br /> <br />Case g2: Report from Green Tree Committee <br /> <br />Environmental Specialist Bacon reported on the fund raising that was done at the <br />Environmental Expo which netted the Green Tree Committee $360.00. He also noted the <br />volunteers and the hours they put in. He summarized how the Green Tree Committee plans <br />to use the $360 in 1994. The plan is to join the Elm Institute for $50.00 and to use the <br />remaining $310 for matching seed money for an Arbor Month demonstration planting and <br />seeking matching donations from the Ramsey Lions Club and Ramsey businesses to apply <br />for a matching grant from the Twin Cities Tree Trust. Mr. Bacon also mentioned <br />combining the Environmental Expo with "recycling day". <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to <br />recommend that Council authorize the Green Tree Committee to use the 1993 remaining <br />profits from fund raising for seeking matching monies from businesses and to apply to <br />TcTr for matching amounts for Arbor Month planting. <br /> <br />Further discussion: Councilmember Hardin expressed concern about the Green Tree <br />Committee's actions being monitored because the City supplies a Staff liaison. <br /> <br />Motion carried.
