Ms. Hart explained that the general liability is based on liability and then it is allocated so
much to each department.

City Engineer Jankowski stated that the Lower Rum River Water Management Organization
budgeted for 1995 the same as projected for 1994. He stated that the organization will be
doing a significant update to its plan. We have been "socking" money away. It's a lot of
dollars but may have to increase the dollar amount by a couple of thousand. We have
applied for a grant but may not be able to count on it. He stated he should know about the
grant the third Thursday in August so he would know what numbers will be needed.

Councilmember Peterson inquired if there was any feedback on the Christmas cards Staff
sent out last year.

Couneilmember Beyer stated she didn't think the City could use taxpayers money to send
out Christmas cards. She stated she is not anti-Christmas but that she has a problem with
sending out the cards.

City Administrator Schroeder stated that Staff sent them out to thank contractors, etc. for
doing business in the City.

Ms. Hart stated that the cities she has been with in the past have sent out cards.

Councilmember Beyer inquired if this idea was checked out with the League of Minnesota
Cities.

Ms. Hart replied it was and it is okay as long as there is no direct connotation with religion,
etc.

Ms. Hart stated that the property taxes are a big variable right now. We may need to cut
$200,000 or $2,000. She stated she just didn't know.

Councilmember Zimmerman stated that Hennepin County is not "coughing up" as much as
it has in the past.

Discussion ensued regarding fiscal disparities.

Councilmember Beyer inquired about the NMMA and Councilmember Zimmerman stated
he was disappointed it's not included in the budget.

Ms. McAloney stated that Staff had discussed putting the $5,000 back in.

Councilmember Peterson suggested leaving it as is for now.

There were no questions pertaining to the Charter.

Ms. Hart stated there were no significant changes for the Planning Commission - a small
increase in postage.

Councilmember Beyer inquired if it was discussed giving Commission members $25 or
$30 as opposed to the $20.

Finance/Budget Committee/August 8, 1994
