at $5,000 - it could possibly be cut to $3,000. He commented on the training; they will be
able to attend some, but some will not be available. The money requested for general
notices is to advertise for bids, etc. He stated he wasn't sure about the electric utility.

The demand charge from Anoka Electric Cooperative was tolked about. City Administrator
Schroeder offered to contact AEC to see if it could be lowered.

Mr. Mevissen stated he also didn't know about the gas use because of being in a different
building. Building and structure repair should be fine for next year - but it may go up; we
will be able to better detem~e that after the move.

Mr. Schroeder stated we would like to have an on-going maintenance program.

Mr. Mevissen stated that normally the amount allocated for outside labor for repairing
equipment doesn't get used; however, one breakdown could eat up thc amount. Other
vehicle repair - repair/refurbish - $17,000. He stated it doesn't make sense to him to put
$17,000 into a vehicle when it would still be worth only $5,000.

Mr. Sohroeder stated that when Council gets to their September meeting, there will be a
balanced budget. Council will be given a list of stuff that was added and what was cut;
they will then decide. $51,253 would have gotten a new mack; however, a 1996 purchase
would work because there will not be any new squads.

Ms. Hart stated we were over by $300,000. We went through the budget and Merle's
mack was one of the items cut.

Mr. Mevissen continued -' other equipment rental includes shop rags and water. Machines -
he stated you cannot buy a backhoe - you have to rent one. Uniforms - the Park employees
pay for their own uniforms so some of that money is in 4520. The dues are up but no
subscriptions are requested. Mr. Mcvissen stated that, relating to street sweeping, the City
of Andover called and said they will be buying a street sweeper and wanted to know if we
wanted to work together with it. A zero amount was requested for architectural fees and
$20,000 is requested for motor vehicles.

Mr. Schroeder stated the $39,376 is anticipated for rent on the metal storage building.

Mr. Mevissen questioned the rental.

Mr. Schroeder explained the City would rent out the building for two years and they (the
renters) would refurbish it, then we would get it back. It would be used for storage.

Mr. Mevissen felt that didn't make sense.

Mr. Schroeder stated it's for a two-year period and will bring in about $80,000.

Mr. Mevissen expressed dissatisfaction over having given up a 2.5 million dollar facility,
settling for a facility that needed remodeling, and then having to rent out a portion of it also.

Mr. Schroeder stated that the $2.5 million facility has not been funded. He added that the
rent would allow for a salt storage building and in two or three years it allows for a
refurbished building.

Staff Budget Meeting/August 15, 1994
