Mr. Gustafson stated we will get into times when there will be only 60 homes built as <br />opposed to 300 homes and the permit money will be way down. If the economy is bad <br />there will be no building but then we have to raise taxes to cover the building activity. This <br />City will need the money. <br /> <br />Mr. Schroeder stated that Steve raised the question, "Where will we be in five years?" <br /> <br />Mr. Jankowski stated he hoped we would be up into the average. <br /> <br />Mr. Auspos asked why should we be. <br /> <br />Ms. McAloney stated it should be based on need ~ not what's the average. <br /> <br />Mr. Kapler stated that everyone wants to improve levels of service. We all want to <br />improve the quality of life in Ramsey. You will not do it without some costs. I want to see <br />improvement in the quality of life. <br /> <br />Mr. Auspos asked what's quality; there's a point when you can do no better. <br /> <br />Mr. Gustafson stated there is a limit to what government can provide. Plow streets, parks, <br />police, fa'e, etc. There is no fat in the services but we are providing them. If someone <br />moved here and complained about what our City does not do that their City did - they <br />probably moved to Ramsey to get away from high taxes. <br /> <br />Mr. Auspos stated we have to deliver the best we can. <br /> <br />Mr. Jankowski stated if we continued to go 4.5 percent for the next five years, where will <br />we be? <br /> <br />Ms. Hart stated that to levy at the same tax capacity, we are picking up about $187,000 but <br />we are putting an additional $43,000 on top of that. <br /> <br />Mr. Gustafson stated there is a likelihood we will truly be short of people. To minimally <br />increase it is not good judgement.
