Absent: Mayor Gilbertson and Councilmember Peterson. <br /> <br />Case g2: Establish Curbside Recycling Rate <br /> <br />Councilmember Peterson arrived. <br /> <br />Finance Officer Hart stated that the City of Ramsey has been providing mandatory curbside <br />recycling to residential properties, at no cost to them, for the past several years. The cost <br />of the program has been funded through tipping fees and Anoka County grants. With the <br />closure of the landfill, there is the need for a new funding source. Ms. Hart explained that <br />if the City continues to fund programs as it has in the past, this money would be completely <br />depleted by mid-1995. In order to allow for the continued funding of at least a portion of <br />the Environmental Specialist position, it is necessary to fund the other programs through <br />another means, such as directly billing residential properties for the services. She stated <br />this is possible now because of Anoka Electric Cooperative doing the City's billing. The <br />City currently incurs a total of approximately $85,000 to provide the curbside recycling <br />program and clean-up days. This number will be offset by approximately $35,000 in <br />County grants. The cost includes the charges for the pick-ups by the hauler and Staff time <br />for administration and coordinator of the programs; however, it does not include the cost of <br />the recycling bin which is approximately $8.00 per bin. The City should not have to <br />purchase additional bins until late 1995 or early 1996. Ms. Hart explained that utilizing <br />Staff's estimate of households for 1995 at 4,547, there would be an additional charge of <br />$5,456 in annual billing charges if direct billing is considered acceptable. This would <br />equate to an annual cost per household of $12.20 ($3.05 per quarter). This would be a flat <br />rate billed to all residential properties in the City. There would be no exemptions from the <br />program; participation is voluntary but highly recommended. The two factors that would <br />precipitate a change in the rate would be a change in the funding level from Anoka County <br />and if the hauler who provides the curbside service increased the rates. The current <br />contract carries us to July 1, 1995, with a six-month extension clause at the same rate. Ms. <br />Hart stated it is anticipated that this charge would be implemented beginning with the first <br />quarter of 1995. She reminded the Committee that implementing a charge billed to the <br />resident, would leave funding for the Environmental Specialist position. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to <br />recommend that City Council adopt the resolution setting the curbside recycling rate at <br />$3.05 per quarter beginning with the first quarter of 1995 and directing Staff to begin the <br />conversion process and notification of Anoka Electric Cooperative and all affected <br />residential properties. <br /> <br />Further discussion: Councilmember Zimmerman stated that he is against AEC doing the <br />billing; however, the actual cost looks okay. Councilmember Peterson stated that when the <br />City originally looked at billing for curbside recycling service, it would have added $1.00 <br />to the bill too. Councilmember Zimmerman stated that AEC is a company and they will bill <br />the City doing the billing. Councilmember Peterson stated that AEC can actually do the <br />billing cheaper than the City could. <br /> <br />Motion failed. Voting Yes: Councilmembers Hardin and Peterson. Voting No: <br />Councilmembers Beyer and Zimmerman. Absent: Mayor Gilbertson. <br /> <br />Councilmember Zimmerman stated that this issue could be brought to Council. <br />Councilmember Beyer stated it should be brought back to a Finance Committee meeting. <br />Councilmember Hardin stated the same members are on the Council as are on the Finance <br />Committee.
