which would reduce the budget by $1,400; 3) Reduce the turf maintenance contract by
$2,000; For Cost Center #5612 1) Eliminate Cost Center and have County or DNR
provide services for a reduction of $1,946; For Cost Center #8920 1) add in $5,000 to
establish mtining contingency; 2) Reduce contingency for emergencies by $25,000. She
stated that ~these adjustments represent a total of $128,279 to $164,193 of adjustments that
could be considered by Staff as recommendations to adjust the Proposed 1995 General
Fund Budget.

Parks/Utilities Supervisor Boos stated, with regard to contracted services, he is concerned
about losing that flexibility. It's important to maintain service levels or we will be receiving
complaints again. Our HVAC contract gets us by. This fall we need to look at a heater in
the warming house so we are still spending some money on heating, etc.

City Engineer Jankowski stated, with regard to street maintenance, he felt we will have 10
or 11 projects. We could delay any one of them for this year but we are still trying to play
catch-up. With the next four or five years we will be working our way out of the ball game
and can play make-up in four or five years.

Ms. Hart stated the amount mentioned is the City's share.

City Administrator Schroeder asked Mr. Jankowski how close that CIP number is to what
he expects to receive in 1995.

Mr. Sankowsld stated that is a good number. He added there is no real inflationary index.

Police Chief Auspos stated if there must be cuts, we have submitted the motor vehicle.

Sergeant ~3ustafson asked what figure was used on set-up costs, etc.

Ms. Hart stated it was based on what was originally in the proposed budget.

Sergeant Gustafson stated if we are down to this rough draft, then I as a deputy supervisor,
would want it known by Council as to which one was suggested by the Department Head
and those suggested by others.

Public Works Supervisor Mevissen stated he suggested eliminating g607 and now $10,000
has been added back in for that vehicle.

Ms. Hart stated that the truck comes out but the repairs go back in.

Mr. Mevissen felt that the truck has been delayed long enough - since 1982. He added that
he cannot eliminate any services they do. One year he tried to eliminate roadside mowing;
it didn't work. He didn't see anything he could eliminate. It's just a matter of what we
don't buy but I would like to get that truck.

Mr. Schroeder asked about street sweeping.

Mr. Mevissen stated that is fine. The City of Andover wants to work together with us.
They are buying a new sweeper so we could possibly share with them.

Mr. Schroeder asked about fuel.

Mr. Mevissen stated that the fuel would probably be about the same. He felt this would be
a more efficient operation and that it would be worth checking out.

Staff Budget Meeting/November 22, 1994
