bidding but he had informed them that he was not going through that process at this time. <br />Chief Auspos added that he is satisfied with the service from Duane's Towing. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />recommend Council approve the contract with Duane's Towing for towing service for the <br />term of January 5, 1995 through January 3, 1996. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman. Voting No: None. Abstain: <br />Councilmember Hardin. Absent: Mayor Gilbertson and Councilmembers Beyer and <br />Peterson. <br /> <br />Case <br /> <br />Authorize Budget Amendment to Construct <br />Facility in Metal Public Works Building at <br />N.W. <br /> <br />a Property Storage <br />14100 Jaspar Street <br /> <br />Finance Officer Hart stated that due to a recent confiscation of "stolen" property, the Police <br />Department needed to utilize the garage normally used for winter vehicle storage for the <br />storage of this property. With the approach of winter weather, it is important that the <br />Police have a place to park at least one squad indoors. She added that while most of this <br />property will be forfeited at a point in the future, it must be maintained in a secure area. <br />She explained that the possibility of renting storage bays has been considered. The cost to <br />do this would be approximately $100 to $150 per month. Ms. Hart stated that based on <br />discussions between the Police and the Public Works Departments, it has been determined <br />that a secure property storage area could be constructed in the metal Public Works building, <br />located at 14100 Jaspar Street, for a total cost of approximately $1,000 (utilizing City <br />employees for the construction labor). If the Police Department discontinued using this <br />facility, it could then be used by the Public Works Department. Ms. Hart suggested that <br />the construction cost could be absorbed in 1994, with a budget amendment to reallocate <br />$1,000 from the account budgeted for uncollectible fire bills in cost center #2220. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />recommend Council adopt the resolution authorizing a budget amendment for the <br />construction of a property storage facility in the metal Public Works building at 14100 <br />Jaspar Street N.W. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin and Zimmerman. Voting No: <br />None. Absent: Mayor Gilbertson, Councilmembers Beyer and Peterson. <br /> <br />Case #3: Review of the Schedule of Rates, Fees and Charges <br /> <br />Finance Officer Hart presented the Schedule of Rates, Fees and Charges which included <br />the adopted 1994, and the changes for which the proposed 1995, schedule is arrived at. <br />These changes were recommended by various Staff. She reminded the Committee that the <br />area of concern last time this was discussed was whether or not the establishment of the <br />rates could be done without an ordinance amendment. Based on discussions with the <br />Economic Development Coordinator, when Chapter 4 of the City Code was amended, it <br />allowed for the establishment of rates and fees by resolution throughout the Code. Ms. <br />Hart stated that Staff is proposing going to a flat fee of a $1,000 or more with regard to <br />garbage haulers. Cemetery plots was the second item of concern. Staff is proposing $500 <br />for the plot and $50.00 for perpetual care. These fees are based on comparisons with <br />surrounding communities who own and maintain cemeteries.
