Using IPS' proposed compost facility as an example, Commissioner Horenfius strongly suggested <br />that notices for meetings be posted in the Ramsey Resident as well as the Anoka Union. Mr. <br />Boos advised that the Anoka Union is the official publication for all City business, and that when <br />possible, the Rarnsey Resident and cable TV are used. In this case, special contacts were made in <br />addition to the above. Commissioner Horenfius believes the public may become more involved if <br />they are advised of meetings in more than one paper. Commissioner Swokowski provided the <br />Commission's special mailings to neighbors, as an example (when the park of the month was a <br />feature at the regular meetings) that even then participation isn't assured. Commissioner Horentius <br />also believes that large headlines and more specific information regarding the meetings would <br />encourage public participation. <br /> <br />Motion carded to note statement by Commissioner Florentius.and meeting minutes. Voting Yes: <br />Chairperson Hefland, Commissioners Florentius, Gookin, Henn, Johns and Swokowski. Voting <br />No: None. Absent: Commissioner Cook. <br /> <br />NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES <br /> <br />Motion by Commissioner Florentius and seconded by Commissioner Swokowski to note the <br />Planning and Zoning Commission public hearing and regular meeting minutes dated January 4, <br />1994. <br /> <br />Motion carried. Voting Yes: Chairperson Hetland, Commissioners Florentius, Gookin, Henn, <br />Johns and Swokowski. Voting No: None. Absent: Commissioner Cook. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: <br /> <br />REVIEW POLICY OF ALLOWING NON-INTOXICATING <br />ALCOHOLIC BEVERAGES IN CITY PARKS <br /> <br />Park/Utilities Coordinator Boos reviewed the City's policy of allowing non-intoxicating (3.2) <br />alcoholic beverages in City parks by permit only. The Ramsey Lions are the only permit holder to <br />date. <br />The Ramsey Community picnic is scheduled for June 6th and the issue that precipitated this case is <br />whether the City's issuing of the non-intoxicating permit is a conflict with the promotion of <br />D.A.R.E. (Drug Abuse Resistance Education). <br /> <br />Commissioner Swokowski noted that D.A.R.E. stands for abusive free, not alcohol free, <br />indicating that conflict may not exist between the two. <br /> <br />Commissioner Florentius is concerned there may be a conflict with D.A.R.E. and the City <br />attempting to promote alcohol at tournaments as a revenue source <br /> <br />After further discussion, the consensus of the Commission is that the decision rests with the City <br />Council. <br /> <br />Case #2: <br /> <br />REFINE THE CHARITABLE GAMBLING FUND IMPROVEMENT <br />PROGRAM <br /> <br />Parks/Utilities Coordinator Boos reviewed the draft form of the application. Discussion ensued <br />regarding changes to the format and it was decided by consensus that the Commissioners would <br />each take the application home, make changes, and return to Mr. Boos no later than March 2.
