2. Planning and Zoning special meeting minutes dated May 19, 1994. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: REVIEW RAMSEY'S TRAIL SYSTEM PLAN <br /> <br />Mr. William Smith, Biko Associates, Inc., presented the proposed amendments to the City's trail <br />plan to the Commission. He indicated that while the current plan is sufficient for the City's <br />recreational trail system, it is inadequate in the area of commuter trails. The current trend is for <br />people to get out of cars and find alternate modes of transportation for commuter trips. <br /> <br />Mr. Smith reviewed the preliminary draft trail plan map explaining that the City is proposing to <br />extend 173rd~Avenue west to Jarvis with improvements to Jarvis. The City of Elk River would <br />pay for half the costs of the improvements to Jarvis. <br /> <br />Discussion ensued as Mr. Smith explained different scenarios of the proposed plan ie: a separate <br />treadway for Trott Brook allowing for snowmobiles and horses, possible alternatives for the <br />current boy scout camp, access to the Rum River, etc. <br /> <br />Parks/Utilities Supervisor Boos passed out a sheet with minor changes that were needed on the <br />map. The consensus of the Commission was for each Commissioner to review the material, make <br />notations andchanges, and return to Mr. Boos. He will consolidate all changes prior to meeting <br />with Mr. Smith and Steve Jankowski, City Engineer. <br /> <br />Case #2: REVIEW SUBDIVISION ORDINANCES <br /> <br />Mr. Boos referred to 9.50.37 (Park and Open Space Dedication) and stated that the current <br />language establishes that in the case of minor subdivisions, park dedication will be calculated based <br />on the new lots created. However, the intent is that park dedication will be calculated based on the <br />new lots created for cash purposes, but for land purposes, it will be based on the gross area being <br />subdivided. Mr. Boos suggested initiating an ordinance amendment to clarify the intent of park <br />dedication requirements on minor subdivisions. <br /> <br />The Park and Recreation Commission agreed with Mr. Boos' interpretation of the current <br />ordinance. <br /> <br />Motion by Commissioner Cook and seconded by Commissioner Johns to initiate an amendment to <br />9.50.37, Subdivision 12 to read as follows: <br /> <br />"In the event of a minor subdivision, the provisions of this Chapter shall apply to the new lots <br />being created rather than the gross area being subdivided with the exception of land dedication <br />where the gross area subdivided can be considered for park dedication." <br /> <br />Until such time as the proposed amendment is officially adopted, the Commission will interpret <br />Subdivision 12 as allowing the gross area to be considered for park dedication. <br /> <br />Motion carded. Voting Yes: Chairperson Hetland, Commissioners Cook, Florentius, and Johns. <br />Voting No: None. Absent: Commissioners Henn and Swokowski. <br /> <br />Case #3: REVIEW OF THE FOX RIDGE NEIGHBORHOOD PARK <br /> <br />Ms. Heidi Welsch presented a map of the area outlining the"island", wetland areas, and possible <br />sites for play equipment.
