NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES <br /> <br />Consensus to note the Planning Commission public hearing and regular meeting minutes dated <br />August 2, 1994. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case gl: FOX NEIGHBORHOOD PARK <br /> <br />Mr. Boos presented the proposed plan and budget. Several residents with properties adjoining the <br />proposed park or properties with a view of the area were present to express their opposition to the <br />plan. They suggested that more alternatives to the plan should have been offered on the survey. <br /> <br />Residents also indicated that they were not properly informed of the meeting and that there were <br />some households that didn't receive the survey. <br /> <br />Deb Koepsill, 17201 Sodium Street N.W., provided the Commission with a list of birds that have <br />returned to the area (attached). She, along with other residents, expressed concern that <br />development of a park would have an adverse effect on the wildlife in the area. <br /> <br />Discussion ensued. Consensus was to table the case until the October meeting. In the interim, <br />another survey will be distributed to the residents offering options such as complete prairie <br />restoration of the area in lieu of the proposed plan. Along with the survey, residents will be <br />notified as to the time and location of the October meeting. <br /> <br />Case #2: <br /> <br />INTRODUCE FORESTRY MISSION STATEMENT & TREE <br />CONSERVATION POLICY <br /> <br />Ms. Heidi Welsch Community Development Intern, explained that most metro areas have a <br />mission statement and conservation policy similar to the one being proposed. Ramsey's proposal <br />is unique in offering a cash option instead of re-planting. Monies collected through this cash <br />option would go towards purchase of additional trees. <br /> <br />Consensus to the City Council to review and adopt the Tree Conservation Policy. <br /> <br />Case #3: REVIEW/APPROVE DRAFT <br /> PLAN <br /> <br />This case was tabled until the October meeting. <br /> <br />COMPREHENSIVE TRAIL AND PARK <br /> <br />Case #4: LAKE ITASCA TRAIL UPDATE <br /> <br />Mr. Boos reported that the trail is "progressing adequately" and that "everything looks fine". <br /> <br />Commissioner Henn indicated that there are approximately 2.1 miles of bituminous trail laid.
