ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, <br />January 1!8, 1994, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steven Jankowski <br />Peter Raatikka, Hakanson Anderson Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Mayor Cdlbertson called the regular meeting of the Road and Bridge Committee to order at <br />5:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the cases on the agenda but to discuss Case//3: Selection of <br />Alignment of Sunwood Drive N.W. first. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #3: Selection of Alignment of Sunwood Drive N.W. <br /> <br />Pete Raatikka, Hakanson Anderson Associates, Inc., stated there are several proposed <br />alignmentroutes worked out. One route starts at Wood Pond Hills - Krypton Street N.W. <br />extended to County Road #116. He stated he looked at two different alignments and three <br />different alignments crossing Sunfish Lake Boulevard. He pointed out the wetland <br />crossings. The Northern alternative would have the least impact on wetlands. The <br />Department of Natural Resources (DNR) felt that selection would be the best. The wetland <br />would have to be mitigated someplace and he pointed out a couple of areas where that <br />would be possible. <br /> <br />City Administrator Schroeder stated that the City has an agreement with Waste Management <br />of Minnesota, Inc. for a half-acre to mitigate the wetland. <br /> <br />Mr. Raatilflca stated that the City would have to justify the need of the alignment to the <br />DNR. He added that this road has been proposed since 1974. The projected traffic <br />volumes aXe 510 units at 10 trips/unit per day equals 5,100 trips per day. Based on that <br />estimate, the need for this route is essential to the development of the area. The only <br />accesses are the local residential streets and the recommended maximum for dwelling units <br />served by a local street is between 50 and 75. The proposal is that the equalize pipes for <br />the wetland crossings would be 72" in diameter and would be aluminized corrugated metal <br />pipes. Heproposed that a series of six pipes be installed. The cost of the pipe work plus <br />the mitigation cost would be about $94,000. For Alternate 2A, the pipes would be <br />eliminated but the cost of the wetland mitigation would be more. He stated that a bridge <br />could be built, however, the cost would be between $400,000 and $500,000, making it not <br />feasible. <br /> Road and Bridge/January 18, 1994 <br /> Page 1 of 2 <br /> <br /> <br />
