ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramscy Road and Bridge Committee conducted a regular meeting on Tuesday, March 8, 1994 <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Gerald Zimmerman, Chairperson <br />Mayor James Gilbertson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schrc~er <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairmen Zimmerman called the meeting to order at 5:30 p.m. in the Council Chamber of the <br />Municipal Building. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: Street Light Bids <br /> <br />City Engineer Sankowski explained that since the City began the installation of street lights in 1992 <br />there have been a total of 96 street lights installed. Only 15 of these lights have been priority <br />intersection lights and all of those have been installed with funding provided by developer <br />contributions2 It had been the intention to install the priority intersection street lights over a period <br />of time as funding became available, however, in two years no money for the installation for <br />priority intersection street lights has been allocated. At the present time Staff is requesting that we <br />obtain a revised estimate for the cost of installing our priority street lights as Anoka Electric's street <br />light charges have changed over the last two years. With updated information on the cost of street <br />lights, Staff would be in a position to evaluate some funding alternatives for raising the necessary <br />revenue to operate and install these lights. <br /> <br />Chairman Zimmerman indicated that he felt funding should come from public safety. <br /> <br />Mayor Gilbertson expressed a strong desire to proceed with the installation of the priority lighting <br />system. <br /> <br />A consensus was reached that Staff should obtain revised cost estimates and come back to the <br />Committee to.discussion further how revenue should be obtained for this expenditure period <br /> <br />Mr. Jankowski also indicated that he has received a request from a rural subdivision for the <br />installation of subdivision street lighting. Now that Anoka Electric is providing utility billing, the <br />City has the capability of recovering the operation and maintenance cost for such a system. <br />However, Mr. Sankowski suggested that the installation costs be recovered through the public <br />improvement'special assessment process. This would allow an opportunity for public hearing at <br />which affected residents could express their feelings towards the subdivision lighting. The <br />Committee agreed. <br /> <br />Case #3: MSA Mileage <br /> <br />At the February meeting the Road and Bridge Committee reviewed two candidate proposals to add <br /> <br />Road and Bridge Committee / March 8, 1994 <br /> Page 1 of 2 <br /> <br /> <br />
