ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, August <br />22, 1994~ at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: Councilmember Gerald Zimmerman <br /> <br />Members Absent: Mayor James Gilbenson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:48 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case gl: <br /> <br />Request for Adoption of Environmental Assessment Worksheet <br />(EAW) Findings of Fact and Issue a Negative Declaration for <br />Need of Environmental Impact Statement on Sunwood Drive <br />N.W. between Krypton Street N.W. and Industry Avenue <br />N.W. (County Road #116) <br /> <br />City Engineer Jankowski stated that at the April 12, 1994 City Council meeting, Council <br />approved and authorized the submittal of the Environmental Assessment Worksheet (EAW) <br />for the 1.3 mile segment of Sunwood Drive N.W. between Krypton Street N.W. and <br />Industry Avenue N.W. (County Road #116). Pursuant to Minnesota Rules, the City has <br />submitted the EAW to the required agencies as defined on the EQB distribution list. The <br />notice of EAW availability was published in the April 25, 1994 issue of the EQB Monitor <br />and the Anoka County Union on April 22, 1994. The 30-day comment period ended on <br />May 26, 1994. He informed the Committee that the City received replies from the <br />Metropolitan Council, the Minnesota Department of Natural Resources, the Minnesota <br />Historical Society, and Ben Deemer, a nearby landowner. The questions and concerns <br />raised by these letters have been addressed in the findings of fact. Three alignments were <br />reviewed. He explained that the proposed alignment calls for the removal and mitigation of <br />0.80 acres of wetland. The wetland mitigation will be done to the remaining basin in the <br />immediate vicinity. The roadway will also include span arch culverts and span box culverts <br />to provide for the movement of wildlife. Mr. Jankowski stated that, based upon the <br />comments received from the agencies contacted and the issues brought forth from the <br />public, City Staff is recommending acceptance of the findings of fact and the issuing of a <br /> <br />Road and Bridge Committee/August 22, 1994 <br /> Page I of 2 <br /> <br /> <br />
