ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, <br />December 13, 1994, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Members,Present: <br /> <br />Mayor James Gilbenson (arrived 5:50 p.m.) <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steven Jankowski <br />Finance Officer Jessie Hart <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:37 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: 1995 Street Maintenance Program <br /> <br />City Engineer Jankowsld stated that the purpose of the annual street maintenance program <br />is to address the routine maintenance needs of the City's pavements on a periodic basis so <br />as to maximize the life of the pavement. In the past, the program has been based solely on <br />chronology. Over the summer, the City's intern Heidi Welsch rated the streets using a <br />rating manual. The schedule for 1995 includes streets last sealed seven years ago or new <br />streets paved five years ago. We try to seal in seven-year intervals. He stated we will try <br />to balance our program from year to year. We want to seal streets kind of close to the <br />border of Slipping down into overlay condition. There are 11 projects scheduled - three are <br />overlays (one is a delay from last year). <br /> <br />Councilmember Zimmerman inquired why the overlay projects. <br /> <br />Mr. Jankowski replied that the streets had deteriorated to a point where just sealing them <br />would no longer be good enough. <br /> <br />Councilmember Zimmerman inquired if Mr. Jankowski had personally checked out the <br />condition of the streets. <br /> <br />Mr. Jankowski replied that he had not reviewed them all - but he had looked at some as had <br />Public Works Supervisor Merle Mevissen. Heidi Welch reviewed the majority of them. <br />He continued that some of these projects are first time seals. There are some escrow <br />dollars that developers have placed in an account for these improvements. The projects will <br />total apprfiximately $230,000 and the City's share will be approximately $92,000. There <br />will be some State aid money too.
