Mr. Schroeder explained that it would ultimately come from the TIF fund where there is <br />$200,000 dedicated toward water and sewer and related expenses toward this plat; initially <br />the money will come out of the water fund. <br /> <br />Ms. Frolik stated that the concept the developer is proposing is 78 townhouses - nine units <br />an acre. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to adopt <br />Resolution #94-06-130 granting final plat approval to Sunfish Square. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #8: <br /> <br />Authorize Request for Proposal for Engineering Services to <br />Provide Utility Extensions to Service the Proposed Anoka <br />Electric Cooperative Maintenance Facility <br /> <br />City Engineer Jankowski stated that Anoka Electric Cooperative (AEC) has indicated that <br />they will be constructing a maintenance facility on 80 acres of land which they purchased <br />east of Ramsey Boulevard N.W. and south of County Road #116. The development of <br />this 120,000 square foot facility, with an estimated value of $5,000,000, is currently <br />projected for partial occupancy for the spring of 1995. This facility will require that City <br />sewer and water utilities are extended to service this parcel. Mr. Jankowski stated that a <br />feasibility study has been ordered to define the costs and financing associated with this <br />utility extension. However, preliminary cost estimates indicate the construction cost to be <br />in excess of $1 million. Because of the extensive scope of this improvement, Mr. <br />Jankowski requested permission to solicit proposals from engineering firms for the design <br />and construction management services to facilitate this extension. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />approve the solicitation of proposals for engineering services to facilitate sewer and water <br />extension to Anoka Electric Cooperative's 80-acre parcel. <br /> <br />Further discussion: City Administrator Schroeder stated that currently this property is <br />outside the MUSA; however, we are proceeding as if it will be part of the MUSA. Before <br />awarding for services, this will have to be taken care of. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerrnan, Hardin, <br />Beyer and Peterson. <br /> <br />Case #9: Land Acquisition t'or Development Purposes <br /> <br />City Administrator Schroeder stated that the City has met with CAPCO, Sharp Partnership, <br />ParaBody, Anoka Electric Cooperative, Listul Industries, Minnesota Shavings and <br />Sawdust and Grosslein Beverage Distribution. All the businesses, with the exception of <br />Minnesota Shavings and Sawdust (they are relocating) indicated an interest in constructing <br />either a new facility for their use or a facility for some new business venture. Mr. <br />Schroeder stated he believes what it would be timely for the City to purchase some property <br />in the industrial area based upon this fair amount of activity in the local business <br />community. He requested that a couple of Councilmembers assist Staff with bringing back <br />option agreements on some of the available lots. He stated that the City is still negotiating <br />with the owners of the property for the McKinley Street right-of-way and that he and the <br />City Attorney have discussed "picking up" more than the right-of-way.
