Since then, the criteria as well as the alternatives themselves have been revised. <br />The analysis merits repetition as part of the comprehensive plan amendment process. <br /> <br />This discussion does not attempt to resolve the issues or to limit the possibilities. The <br />intent is to ensure that important traffic and access issues are addressed in the decision <br />making process. Decisions should be made in concert with planning for city wide <br />transportation/circulation, land use designation, and other planning issues. <br /> <br />A good example of the need for a comprehensive planning approach is the water study. <br />The consultant preparing the water study for the City has recently issued a preliminary <br />report (June 30) identifying approximately 175 acres necessary for a west well field. At <br />this time the well area has been identified between Armstrong Blvd., Uranimite St., 149th <br />Ave. NW, and Hwy. 10. In order to utilize this area for eight well points, the land use will <br />have to remain residential. The area identified for the well field is indicated on Figure 7A. <br />The water study report was not completed in time to be incorporated into this land use <br />and transportation study. However, as discussion proceeds on alternatives for land uses in <br />the vicinity of the proposed well field, the initial recommendations from the Planning <br />Commission may have to be adjusted. <br /> <br />CONCLUSION <br /> <br />This report comprises land use and transportation alternatives and recommendations for <br />specific study areas in the City ofR. amsey. The alternatives presented here do not attempt <br />to exhaust all possibilities. Rather, the intent is to address fundamental issues, list the <br />planning and design challenges that arise, and suggest a number of solutions. <br /> <br />The Hwy. 10 corridor is the focus of several alternatives in this report. However, future <br />growth needs that are relevant to the corridor, including expansions of the urban service <br />area, are not directly addressed. An extensive growth analysis and a detailed traffic <br />analysis will be necessary for specific recommendations. Further revisions and refinements <br />to this report will be necessary to assemble a complete comprehensive plan amendment. <br /> <br />Other transportation corridor alternatives, such as those proposing new connections to <br />neighboring municipalities, also require further study...Consultation with Andover, Anoka, <br />Elk River, and agencies such as the Minnesota Department of Transportation, Minnesota <br />Department of Natural Resources, and even the Army Corps of Engineers will be <br />necessary. <br /> <br />This report should be used as a foundation for further work. Amending the city's <br />comprehensive plan will require extensive analysis of a number of issues in order to further <br /> <br />12 <br /> <br /> <br />
