she has lived in Ramsey since 1976, in this home since 1978, and she is praying this
construction will be stopped. She feared the road would end up being another Highway
#10.

Greg Smith, 15250 Iguana Street N.W., Ramsey, stated he debated even addressing this
Council again. He stated he works with the biggest cons in the area but this City Council
and the City Staff in Ramsey are the worst cons he has dealt with since becoming a
probation officer. He felt that the residents have been deceived and lied to. He suggested
that Staff and Council should pay attention when they are addressed by citizens. He stated
that Council and Staff have not produced one person or committee that is in favor of the
extension of 153/155 but there is a list of citizens against it. He continued, "you have to
condemn land, you are up to $750,000 in estimated costs, you cannot impact wetlands, we
told you we did not want the road. He voiced "this is our City and the citizens are not
happy". He reiterated "this is the biggest bunch of cons I have seen".

Patti, 7710 - 156th Avenue N.W., Ramsey, referred to a bad intersection, and then another
one at 155th and Variolite, and expressed concern about the City wanting to create another
intersection. She suggested that these corners are endangering peoples lives.

Mr. Jankowski informed her that the stop condition at Vm'iolite and 153rd Avenue N.W.
will continue through.

Patti suggested it is hard for a vehicle to make the stop at that location.

Mr. Jankowski stated that there would be some re-grading of Variolite Street N.W. He
stated that perhaps it could be flattened out so there is a better stop area.

Patti questioned the purpose of the road.

Mr. Jankowski replied the purpose is to have a crosstown collector street.

Upon inquiry, Mr. Jankowski replied that the definition of a crosstown street is a road with
fewer curves.

Upon inquiry as to why that wasn't thought about when 156th Avenue N.W. was
constructed, Mr. Jankowski replied that a wetland had to be dealt with then too.

Resident, 7311 - 155th, Ramsey, stated that the speeds on the road reach 60 miles per hour
by the time they get to her driveway and she felt that now the speeds would be even more
outrageous.

Mr. Jankowski stated that speeding appears to be a problem on every City street.

Linda Andrus, 15520 Variolite Street N.W., Ramsey, stated that she has attended most of
the meetings dealing with this proposed connection. She stated the people have attended
these meetings in the hopes that the connection wouldn't happen. She felt the speed people
are driving is atrocious. She commented that she was assessed for Variolite when it was
widened and questioned if she would be assessed again.

Mr. Jankowski replied there would be no assessments.

Ms. Andrus stated that Variolite is being changed again and inquired if she would get some
of her money back that she paid for the initial change. She added that stop signs do not
help and suggested the police should be present to report on the number of cars in the

City Council/July 26, 1994
