CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, August 9, 1994, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present:

Mayor James Gilbertson
Councilmember Glen Hardin
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Members Absent: Councilmember Sheila Beyer

Also Present:

City Administrator Ryan Schroeder
City Engineer Steven Jankowski
City Attorney William Goodrich

CALL TO ORDER

Mayor Gilbertson called the regular meeting of the City Council to order at 7:02 p.m. and
led in the Pledge of Allegiance to the Flag.

CITIZEN INPUT

Doug Fountain, 15255 Garnet Street N.W., Ramsey, stated that last March or April,
Ramsey Auto Sales was told to close down - their license to operate was revoked. It
appears he is still in business and Mr. Fountain asked for an explanation of the situation.

City Attorney Goodrich stated that Mr. Wojcik of Ramsey Auto Sales has been charged
with a crime and that he believes that Mr. Wojcik is now in prison. There is a police
investigation currently going on to determine what is happening at the site.

Vic Hagcnah, 15231 Jackal Street N.W., Ramsey, stated he was at a Council meeting last
fall to complain about the junk yard behind the Brooks store on County Road #83. He
inquired what the current zoning status for that area is and if anyone is doing anything
about the junk being stored there. He stated it is getting worse and that it is an unsightly
mess. He stated the mess is being ignored and he's tired of it. It's a disgrace to the
community and the owner should be made to fence it in and/or clean it up. Mr. Hagenah
stated that on cable TV last week, there was an unscheduled zoning meeting to discuss this
area. He inquired if there would be a big development there (1,100 homes) and if there
would be City sewer and water extended to that area. He stated that also, the Planning
Commission was asked for a feasibility study on using County Road #116 as an extension
to the crosstown to what precipitated an argument last week.

City Administrator Schroeder stated that the referenced property with outside storage is
zoned to allow for outside storage. The Planning Commission has been undergoing a
comprehensive plan amendment review and this may change. He suggested the referenced
1,100 was to acres, basically south of 153rd Avenue N.W. and east of North Fork. That's
a long term comprehensive plan review. Met Council has suggested looking on the shorter
term for 400 net acres out to Ramsey Boulevard N.W. on the western portion and above
153rd Avenue N.W. by State Highway #47. The City is currently working with Met
Council toward seeing that land within the urban area. Met Council may see it as sufficient

City Council/August 9, 1994
