He felt that this would reduce the speed. <br /> <br />Estimated costs were discussed. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />approve of Staff's recommendation that a crosswalk be installed at the intersection with <br />142nd Avenue N.W. and that speed humps be installed at three locations along <br />Dysprosium Street N.W. <br /> <br />Further discussion: Councilmember Zimmerman inquired if the lack of interest in <br />sidewalks was due to cost. Mr. Jankowski replied that that was not the total reason. The <br />residents were reluctant because they felt it would break up yards and detract from their <br />property. He added that he still felt that sidewalks are a very effective measure of giving <br />smaller children a place to play. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Councilmember Hardin commented that this case is an example of Ramsey residents and <br />staff working together toward a solution. He thanked the residents for their input. <br /> <br />Case #3: Ramsey Auto Sales Application for City of Ramsey Motor <br /> Vehicle Sales License <br /> <br />Police Chief Auspos stated that Mr. Robert Wojcik has applied for a motor vehicle sales <br />license at 7205 Highway #10 N.W. and has complied with all application requirements. <br />However, the City of Ramsey has two cases pending in Anoka District Court concerning <br />the sales of vehicles to persons during the time his license was revoked by the State of <br />Minnesota and the City of Ramsey. Other observations and phone calls from citizens <br />strongly indicate that he was conducting sales activities at the location with impunity during <br />his revocation. Chief Auspos stated that, in his opinion, the sales lot is in violation of the <br />City Code in that it looks like a junk yard and not a sales lot. He added that he has been <br />told by two persons that the large number of motor vehicles being stored at the rear of that <br />address belong to Mr. Wojcik, dba Ramsey Auto Sales. Chief Auspos continued that it <br />also appears Mr. Wojcik is in violation of the City Code in that a survey of license plates in <br />his lot shows a majority of them to be still registered in names other than that of Ramsey <br />Auto Sales or Mr. Wojcik. In one of the pending cases, it appears that the company was <br />"jumping" titles from a previous owner to the buyer (an undercover officer). <br /> <br />Robert Wojcik, Ramsey Auto Sales, stated he has no way of disposing of the repossessed <br />cars when he has no dealer's license. He stated they have repossessed cars from people <br />who have not made payments but they cannot get the titles in their name because they do <br />not have a dealers license. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to table the motor <br />vehicle sales license application from Ramsey Auto Sales for more information and reports <br />from City Staff. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmember Peterson, Hardin and <br />Zimmerman. Voting No: None.
