Citizen Input <br /> <br />Charles Chanliss, 15800 Eland Street N.W., Ramsey, stated that the City sealed the road <br />when there was nothing wrong with it; there were no cracks. He stated when he received a <br />bill for $492.00 he called the City and was told that the notice of the project was sent to the <br />people who used to live at his address; however, the bill was sent to him. <br /> <br />City Engineer Jankowski stated that the roads in Whispering Pines Estates Plat 3 were <br />consistently alligatored. <br /> <br />Mr. Chanliss stated that the inch and a half overlay will cause problems with the driveway. <br />He added that he should not have to pay for this project as he was not made aware that it <br />was going to be done. <br /> <br />Mr. Jankowski stated that property owners are notified of upcoming projects. <br /> <br />Mr. Chanliss questioned why the past owner got notified but he got the bill and reiterated <br />that his street was in good condition and overlaying it was unnecessary. <br /> <br />Mr. Jankowski reiterated that a good portion of the subdivision streets were alligatored. <br /> <br />Councilmember Peterson stated that the job has been done. Other residents in the <br />subdivision did not come in to say it did not need to be done. <br /> <br />City Attorney Goodrich stated that the City uses the County Auditor's records and State <br />Statutes says as long as the City uses these records, they are doing what they can to notify <br />the property owners. <br /> <br />Mr. Chanliss stated he has lived at this address for over a year. <br /> <br />Finance Officer Hart stated that a two-to-three year delay on the County records is not an <br />uncommon delay time. <br /> <br />Councilmember Peterson stated that the City received a letter from Andrew and Jill <br />Peterson objecting to the amount of the assessment. They feel they should be assessed half <br />of the amount because they have only half street frontage. <br /> <br />Mr. Jankowski explained that this used to be a cul-de-sac and the Petersons have a comer <br />lot. They could be assessed for one half the amount of this assessment and when <br />improvements are done to the other street that their property fronts on, they would pay for <br />one half of that amount. <br /> <br />Councilmember Hardin thought that in the past, in similar situations, the City had charged <br />for one improvement, and then not for the other. <br /> <br />Mr. Jankowski stated that the City has charged for basically one half of each project in <br />similar situations. <br /> <br />Councilmember Hardin felt that is acceptable if it is consistent. <br /> <br />The past policy for assessments was discussed.
