I I I I I I I I I I I I I$ Case #1 1993 BUDGET COMMITTEE ORGANIZATION By: Sandra Ashley Helling, Finance Officer Background: At the regular Council meeting of January 12, 1993, all five members of the City Council were appointed to the Budget Committee for 1993. As this is the first Budget Committee meeting of 1993, the first item of business is to appoint a Budget Chair and Vice-Chair. In addition, the Council may want to consider changing the name of this standing committee from Budget to the Finance Committee. Observations: Prior to 199L the Council's Budget Committee was charged with reviewing staff's budget requests and making recommendations regarding the City's budget and levy. The Committee generally met two or three times pt~' ior to the Council adopting the budget and levy for the following year. Other matters of finance, including additional budgetary considerations or amendments, were brought directly to the City Council by staff. Since 1991 the Budget Committee has held regular meetings throughout the year. During these meetings the Committee reviews the City's current financial standing as compared to budget, requests for capital outlay, requests for funds not specifically included in the current year budget, issues as related to bonding and all other financial matters that may arise. Due to the expanded role of the Budget Committee, changing the name to the Finance Committee would more accurately describe the Committee's role. Committee Action: Appoint a Chair and Vice-Chair. and Recommend/not recommend the Ramsey City Council change the name of this standing committee to the Finance Committee.
