It differs in that the <br />issue becomes what is an appropriate charge to a development for the cost of trunk infrastructure <br />which is curte_ nfly in place as a result of past City expenditures. Examples of this could be what <br />charge would be made to a development which would occur adjacent to 153rd Avenue N.W. for <br />which no assessments were collected.
