CASE # 1

UPDATE ON TRUNK HIGHWAY g47 STP PROJECT (I.P. #98-14)
AND COUNTY ROAD #116 PROJECT
By: Steven J. Jankowski, City Engineer

Background:

Two transportation projects which will have significant benefit to the City include the Trunk
Highway # 4'/STP Project and the improvement of County Road #116 from Trunk Highway #
47 to County !Road #57. No particular action is necessary for either of these projects at this
meeting; however, their importance suggests that the Committee be kept abreast of development
relative to theae projects.

Highway g47: The Trunk Highway # 47 STP Project had been stalled for several months during
the fall of 1998 over the issue of the signalization of 142nd Avenue and Trunk Highway # 47.
The EA report was published in the December 28, 1998, Environmental Quality Board Monitor,
which means ~that the official thirty day comment period will expire on January 29, 1999.
Following a number of steps on the part of the City and various agencies, a Finding of No
Significant Impact can be expected near the end of February. Attached is a copy of a letter sent
to the residen{s along the project, whose properties need to be acquired, advising them of these
latest developments. ..

Also of significant interest is the status of the signalization of 142nd Avenue. I am attaching a
copy of a memo written by SRF following a meeting held on January 5, 1999, with A1 Pint
(Mn/DOT) add Dennis Eyler and Pete Fausch regarding this issue. Important to note in this
memo is the 6numerated course of action,'which was the result of this meeting. Hopefully, this
can be accepted by all parties as a reasonable procedure to settle the issue.

~.ounty Road #116. Regarding the County Road #116 improvement between Trunk Highway #
47 and County Road #57, it was previously discussed at the December Public Works Committee
meeting that the initial step would be to prepare a corridor study for County Road #116. A draft
scope of study was prepared by the City and sent to Anoka County for review. Hopefully,
Anoka County will have completed the review by the time of the meeting so that solicitation of
proposals carl be initiated. It is also worth noting that Anoka County would participate
financially by funding 50% of the cost of the study. The City of Anoka is also willing to
participate fi8ancially, perhaps Anoka's share being one half of Ramsey's share because of
Ramsey's longer County Road #116 frontage. The study corridor from Trunk Highway # 47 to
County Road [#83 has 4.06 miles of centerline in Ramsey and 1.16 miles of centerline in Anoka.
The cost of~e corridor study is expected to be $20,000 to $30,000.

Committee Action:

None required. Based upon discussion.

Reviewed
City Administrator
City Attorney
Finance Offi°.er
Director of Public Works
PW: 01/19!99

~shared/pwcommit/1999/january/stopsign
