Steve Jankowlki, P.E. - 3 - January 7, 1999 <br /> <br />If the Signal is found to be justified at that time, the contractor will be authorized to order <br />equiPment and proceed with completion of the signal. <br /> <br />If the s/ignal is not justified at that time, then the pay item for the completion of the signal <br />system will be deleted. <br /> <br />The meeting ralso featured discussion about the access point on CSAH 116 that is located <br />between the Rum River Bridge and TH 47. A1 Pint stated that he thought that there would be <br />difficulty with the owners <br /> , property if effective measures were taken to reduce cut-through traffic. <br />He said that, ideally, the access point would be a city street located closer to the bridge, and <br />left-turn lanes would be added to CSAH 116. <br /> <br />My impression of these comments is that he thought that providing a safer facility for the cut- <br />through traffic would be acceptable (if not desirable) to Mrt/DOT. It also seemed that he <br />believed that [the cut-through traffic is a symptom of the lack of a north-south city street along <br />the Rum Rive~r and not a problem totally related to the absence of a signal at 142nd Avenue. <br /> <br />Obviously, before this issue is pursued any further, discussions with Anoka County and the <br />property owners must take place. <br /> <br />DRE/JRDtsmf <br /> <br /> <br />
