CASE <br /> <br /> REVIEW OF LEAGUE OF MINNESOTA CHARTER <br /> CITY STATISTICS <br />By: William K. Goodrich, City Attorney <br /> <br />BackgroUnd: <br /> <br />At the November 19, 1998 Charter Commission meeting the Commission <br />directed 'staff to obtain information regarding the following <br />topics: <br /> <br />Number of Councilmembers other cities have; <br /> <br />Which cities use primary elections; <br /> <br />Which cities use the Ward System <br />elections; <br /> <br />for <br /> <br />councilmember <br /> <br />Which cities use city managers and which use city <br />administrators. <br /> <br />The enclosed Exhibit A from the Minnesota League of Cities <br />("League"i) provides good statistical information on Numbers 1.-3. <br />above. <br /> <br />Enclosed ~Exhibit B from the League is a list compiled by the City <br />of Stillwater on the pros and cons of the Ward System together with <br />a three page narrative on this subject. <br /> <br />Enclosed Exhibit C consists of a narrative from the League on local <br />government structure and organization referencing Number 4. above. <br />This is a well drafted memorandum on the various alternative forms <br />of government available to the City. The pros and cons of each <br />form are,also cited. Also attached as Exhibit C is a City of <br />Champlin presentation presented at the time Champlin was <br />considering changing from a City Administrator form of government <br />to a city Manager form of government. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />CC:1/28/99 <br /> <br /> <br />
