Norman <br />City Attorney William Goodrich <br />Councilmember Carolyn Beahen <br /> <br />CALL TO ORDER <br /> <br />Chairperson Peterson called the special meeting of the Charter Commission to order at <br />5:43 p.m.: <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: Review Charter Amendment of Section 14.1 Legal Opinion <br /> <br />City Administrator Norman played the tape from the Council meeting of June 9, 1998, <br />where COmacil received the legal opinion of Charles LeFevere of Kennedy and Graven <br />relating t9 the validity of the Charter Section 14.1.1, 2, and 3. In LeFevere's opinion, <br />Section 1;4.1.1 and 14.1.2 can be interpreted in a reasonable way and can be held to be <br />lawful, however, in his opinion, 14. I.3 is not. It requires voter approval to expand a <br />MUSA. Taking that authority away from the City Council is not consistent with the Land <br />Planning ;Act.
