He agreed with the Metropolitan <br />Council in tl~t certain items needed to be addressed but that the Commission should go forward <br />with the concept, and Commissioner Holland concurred. <br /> <br />Commissioner Deemer requested that Ms. Frolik verify the accuracy of the site location map for the <br />Rum River Hills P.U.D. <br /> <br />Motion by C°mmjssioner Deemer and seconded by Commissioner Hendriksen to recommend City <br />Council approve :the concept of a 12-unit townhouse development for Lot 1, Block 1, and Ouflot <br />C, Rum Rivet Hills, subject to the following conditions: 1) Demonstration that individual on-site <br />sewer systen~, can be accommodated according to applicable codes; 2) Demonstration that adjacent <br />easement-areg lands have sufficient available suitable soils to accommodate back-up drainfield <br />areas for thell2 units; 3) Receipt of amended comments from Metropolitan Council Staff; 4) <br />Further review by legal counsel of the precedent which would be set by approval of this project; 5) <br />Water supply~ system to be approved by appropriate agencies; 6) The party wall between units are <br />to be cons,~,t~ted of fu'e-proof material; 7) City staff receiving assurances from Metropolitan <br />Council that fapproval of the project will not endanger the possibility of any future MUSA <br />expansions within the City. <br /> <br />Discussion: ,Commissioner Hendriksen stated although the City received a letter from the <br />Metropolitan'~Council saying they do not approve, Mr. Dom refutes that fact. Commissioner <br />Hendriksen r,,tated it would be many years before metropolitan sewer comes in, and he feels <br />uncomfortab~ approving this concept until these problems are resolved. Ms. Frolik stated the <br />Commission could table approval until the items addressed are resolved. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Terry and <br />Thomd. Vofihg No: Commissioner Hendriksen. Absent: Commissioner LaDue. <br /> <br />Commissioner Deemer inquired whether Mr. Dom understood he could not go to City Council <br />until City Administrator Schroeder funds the conditions met, and Mr. Dom stated he understood. <br /> <br />Bob TomasZeWski, 15645 Yakima Street N.W. - referred to the City of Brooklyn Park and their <br />tendency for liigh density housing, and he suggested the City look at what's happened to Brooklyn <br />Park before they start to overbuild Ramsey. He stated he did not want Ramsey to mm into another <br />Brooklyn Park. <br /> <br />Commissione~ Deemer referred to the Metropolitan Council's policy of one house per aer.~, and <br />stated the ove?~all density in this project would be one unit (common area) for 3 1/2 acres. <br /> <br />Mr. TomaszeWski stated he feels that this type of housing brings in mmsients. <br /> <br />Planning & Zoning Commission~4~6~93 <br /> Page 4 of 8 <br /> <br /> <br />
