I <br />I <br />ie <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />John Peterggt,, representing Good Value Homes, stated he would think the DNR would want <br />mitigation a~d that they were more than willing to mitigate, and Mr. Jankowski stated they could <br />possibly coml~ to some agreement with the DNR to bridge part and mitigate part. <br /> <br />Discussion efisued concerning the alignment of Sunfish Lake Drive and the wetland issues. <br />Mr. Peterson gliseussed the private road concept, stating that it works well in Anoka. He explained <br />the home owgers' agreement for maintaining the private road. <br /> <br />Motion by C@mmissioner Terry and seconded by Commissioner Holland to table the sketch plan <br />approval of Chestnut Ridge until the Commission receives an upcoming presentation from the <br />DNR on chan~es :to wetland regulations and until the location of Sunfish Lake Drive is resolved. <br /> <br />Further Disc~ [ssion: Chairperson Bawden expressed the need to look further at the issue of private <br />drives, and £ ~mmissioner Deemer stated the City already has them all along Dysprosium Street <br />N.W. which ~e felt were undesirable. She <br />the market demand is for homes with triple attached garages and they could not <br />styles of homes on an average urban lot in Ramsey and simultaneously maintain the <br />u'd Setback on both sides of the property and the architectural integrity of the home. <br />[ire~ted the Board of Adjustment to conduct a special meeting to consider a 4 foot <br />side yard setback on the garage side for the lots in Amber Ridge. Ms. Frolik advised that Staff <br />e yard setbacks in other communities; Andover, Anoka, Blaine, Champlin and Coon <br />e 5 foot setbacks on the garage side, and Elk River has a 6 foot setback on the garage <br /> <br />side. She stat M Ramsey's Building Official recommends a 6 foot side yard setback on the garage <br />side to avoid {,amstmcfion right on the line of the standard 5 foot wide utility easements along side <br />property linesi She added that if there was no structural recess of the home from the garage, it <br />would still havre to meet a 10 foot setback requirement. <br /> <br />Commissioner Deemer stated that the thoroughfare setback should be modified, because the intent <br />of the 110 foot thoroughfare was to avoid obstruction to future additional right-of-way needed, and <br />now it is ore ~rkill to require 110 feet since all of the right-of-way in the urban district has been <br />expanded <br /> <br />I <br />I <br /> <br />Ms. Frolik noted that Sunny Ponds has very restricted building pads for lots backing up to <br />C.S.A.H. #5 b~cause of the existing thoroughfare threshold. <br />Motion by C/Pmmissioner Deemer and seconded by Commissioner Holland to reduce the <br />thoroughfare Setback in the R-1 Urban Residential District from 110 feet to 83 feet from the <br />centerline of file road. <br /> <br />I <br />I <br /> <br />Planning & Zoning Commission/July 6, 1993 <br /> Page $ of 6 <br /> <br /> <br />
