I <br /> <br /> PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey ~lamfing and Zoning Commission conducted a public hearing on Tuesday, October 5, <br />1993, at the R4amsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, to <br />hear a reques~ fora conditional use permit to establish a towing service and auto repair facility in <br />the Industrial District; Case of Champlin Towing. <br /> <br />Members PreSent: Chairperson David Bawden <br /> Commissioner Ben Deemer <br /> Commissioner Paul Holland <br /> Commissioner Bradley Thomd <br /> <br />Members Absent: Commissioner Terry Hendriksen <br /> Commissioner Charles LaDue <br /> Commissioner Michael Terry <br /> <br />Also Present: Zoning Administrator Sylvia Fmlik <br /> City Engineer Steven Jankowski <br /> <br />CALL TO O OER <br /> <br />Chairperson Bawden called the public hearing to order at 8:15 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Admitlistrator Frolik stated that Champlin Towing plans to relocate to 14300 Sunfish Lake <br />Boulevard N.W. A towing service with an impound lot is not a permitted use in the Industrial <br />District nor is~a mechanic shop, therefore, Champlin Towing has applied for a conditional use <br />permit. <br /> <br />CITIZEN II~PUT <br /> <br />John Lucia, 14341 Uranium Street N.W., Ramsey, inquired how many cars could be impounded <br />at this lot. <br /> <br />Robert Boute~ of Champlin Towing stated there would be a maximum of 20 cars. He added that <br />they currently ilo not even come close to that number in a night in the City of Champlin. <br /> <br />I Mr. Lucia suggested the area proposed for the towing company is too close to a residential area and <br /> felt that it shOUld ,be moved farther down because it's a 24-hour service. He suggested moving <br /> closer to Barnctt's and added that he does not want to see an impound lot in his area. <br />I Lemkei 14361 Uranium Street stated is due the close <br /> Becky <br /> N.W., <br /> Ramsey, <br /> she, <br /> too, <br /> opposed <br /> to <br /> proximity to r~sidential areas. She stated she is concerned about hazardous waste because of the <br /> oil in the groUndwater. She also expressed concern about 20 cars and the type of screening plus <br />I the noise that ~vouid come from a 24-hour service. <br /> Sharon Dahl~en, 6328 - 143rd Lane N.W., Ramsey, expressed concern about the increased <br />i traffic and a~v.~ai that the property should locate closer to Bamett's. She inquired, if this is <br /> approved, if there would be anything in the conditional use permit dealing with the containment of <br /> Public Hearing/Planning & Zoning Commission/October 5, 1993 <br />I Page I of 2 <br /> <br /> <br />
