I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey[ Planning and Zoning Commission conducted a public hearing on Thursday, <br />December 7, i1993 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota to hear input regarding a proposed ordinance to amend sign regulations. <br /> <br />Members Prei~ent: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Terry Hendriksen <br />Commissioner Bradley Thomd <br /> <br />Also Present:: <br /> <br />City Engineer Steven Jankowsld <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public heating to order at 7:50 p.m. <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that the Planning and Zoning Commission and City Staff <br />drafted a new sign ordinance which was subjected to a public hearing and forwarded on to City <br />Council for at, option. She explained that major changes were made when it went to City Council <br />for introduction and adoption, and therefore, it was Staff's recommendation that the ordinance be <br />sent to the Planning Commission for an additional public hearing. <br /> <br />CITIZEN INPUT <br /> <br />Bill Dubatz, bwner of commercial properties at 1600 Riverdale Drive and 6740 Highway 10, <br />presented an outline of his objections to the proposed ordinance (a copy is attached hereto) and <br />discussed them in detail. He stated he felt that §9.12.12 is strongly anti-business, and he didn't <br />think that was:the intent of City Council. <br /> <br />Chairperson Bawden agreed that that was not their intent, and if those items need correcting, it <br />should be don'e. <br /> <br />Dick Mlodzik,, Skoglund Outdoor Advertising of St. Cloud, stated that if the City passes and <br />allows the proposed ordinance it doesn't mean billboards will be inundating the city. He stated the <br />proposed ordinance as previously drafted was four times more stringent than MnDOT. He stated <br />that it would have allowed a property owner to get income on property that is not currently being <br />used, and yet ihere weren't that many eligible locations. <br /> <br />ADJOURNMENT <br /> <br />Motion by COmmissioner Deemer and seconded by Commissioner Thorud to adjourn the public <br />hearing. <br /> <br />Public Hearing/Planning & Zoning Commission/December 7, 1993 <br /> Page 1 of 2 <br /> <br /> <br />
